NDO - On the afternoon of January 17, the Department of Information and Communications and the Department of Science and Technology of Ho Chi Minh City chaired a conference to provide comments on the draft Action Program of the City Party Committee and the Plan of the Ho Chi Minh City People's Committee to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
The conference was attended by many scientists, experts, and representatives of several departments and branches of the city. At the conference, scientists, experts... raised many opinions, recommendations, and enthusiastic proposals to contribute to the completion of the draft Action Program of the City Party Committee and the Plan of the Ho Chi Minh City People's Committee to implement Resolution No. 57-NQ/TW; hoping that the implementation of Resolution No. 57-NQ/TW will be effective and successful as expected.
According to delegates, the city needs to clearly and specifically identify priority areas to focus on investment and development; innovate mechanisms, policies and institutions to support development.
The city needs to soon complete and synchronize the legal corridor along with mechanisms and policies to support innovation and start-up activities; have open and preferential policies and mechanisms, creating favorable conditions in attracting high-quality human resources, especially international experts.
For new issues in research, development of science, technology, innovation and digital transformation, the city needs to have an open approach, creatively apply legal regulations, organize research pilots, accept risks, invest in ventures, etc.

In addition, scientists and experts also recommended that the city should focus on investing in developing databases, building large data centers and exploiting them effectively; ensuring synchronization, connectivity, and sharing of data; data must be standardized and better secured.
The city needs to have mechanisms and policies to create conditions for artificial intelligence (AI) to be applied more widely in daily life and work.
The city needs to simplify and shorten the process and time for reviewing scientific and technological research topics.
Research and application of science and technology need to focus on and enhance quality and practical efficiency, not chasing after the quantity of projects and topics.
The city needs to have policies to encourage domestic enterprises to use Vietnamese technology; soon form venture capital funds for creative startups, technology incubation and digital transformation.
The city needs good policies to effectively mobilize social resources for development; must create motivation and arouse the potentials and resources of society.
In particular, the city should pilot a number of effective socialization models; have mechanisms to allow and encourage research organizations and scientists to establish and participate in operating businesses based on research results.
In addition, the city needs to innovate working methods, evaluate work efficiency more substantially, and quantify efficiency.
Ho Chi Minh City aims to have research and development (R&D) spending reach 2% of GRDP by 2030; allocate at least 3% of total annual budget expenditure for science and technology development, innovation, digital transformation and gradually increase according to development requirements.
Striving to become one of the country's digital technology industrial centers; among the top 100 cities with the most dynamic innovative startup ecosystems globally; among the top 3 provinces and cities in innovation and digital transformation.
The rate of digital technology enterprises leads the country. Attracting some of the world's leading technology organizations and enterprises to set up headquarters, factories, research and production centers in the City.
Support 5,000 innovative startups; form at least 5 centers of excellence meeting international standards in key areas; promote and support the formation of 5-10 large technology enterprises; the number of international scientific publications increases by an average of 10%/year; the number of patent applications and patent protection certificates increases by an average of 16-18%/year; the rate of commercial exploitation of scientific research results, technology development and innovation reaches 8-10%.
The rate of online public service usage by people and businesses reached over 80%.
The rate of non-cash transactions reached over 80%. The rate of enterprises with innovative activities reached over 40% of the total number of enterprises.
The contribution rate of total factor productivity (TFP) to economic growth is over 55%, the proportion of high-tech product exports to the total value of exported goods reaches at least 50%.
Strive for digital economy to contribute about 40% to GRDP.
