NDO - On March 11, the People's Committee of Ho Chi Minh City coordinated with Ho Chi Minh City National University to organize a scientific workshop to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.


The workshop is a forum for experts, scientists, and business representatives to discuss solutions for developing science, technology, innovation, and digital transformation, contributing to promoting sustainable socio-economic development in Ho Chi Minh City.

At the workshop, comrade Huynh Thanh Dat, Deputy Head of the Central Propaganda and Mass Mobilization Commission, emphasized that as the leading economic, scientific and technological center of the country, Ho Chi Minh City has favorable conditions to take the lead in developing policies on science, technology, innovation and digital transformation.

As a leading innovation center, Ho Chi Minh City needs to pioneer in implementing Resolution 57, creating a foundation for Vietnam's sustainable development and international integration in the digital age.

According to comrade Huynh Thanh Dat, the implementation of Resolution 57 needs to be carried out synchronously and effectively, closely linked with other important resolutions of the Central Committee to create unity in development orientation.

Associate Professor, Dr. Vu Hai Quan, Director of Ho Chi Minh City National University, said that if we do not approach Resolution 57 with the spirit of thinking differently, doing differently, quickly and decisively, it will be very difficult to implement.

Scientific research may not produce results, if there is no mechanism to accept risks, scientists will never dare to take risks, only stay in the safe zone. If scientists only stay in the safe zone, the products created will also be safe and not breakthrough.

At the workshop, experts and scientists said that in recent years, Ho Chi Minh City has affirmed its leading position in the country in the fields of science, technology and innovation.

The issuance of specific policies under Resolution No. 98/2023/QH15 on piloting specific mechanisms and policies for the development of Ho Chi Minh City (Policy to attract and retain scientists and talents; Non-refundable support policy for start-up and innovation projects; Sandbox policy; Tax exemption policy for start-up and innovation activities) has created a solid foundation for implementing major projects, aiming to build a comprehensive and sustainable innovation ecosystem.

The city currently has nearly 2,200 startups, organizes more than 500 events and 80 startup competitions annually, contributing to promoting creativity and attracting young human resources.

The city's startup and innovation ecosystem is growing stronger and is approaching the top 100 cities with the most dynamic startup and innovation ecosystems globally.

The startup value reached 5.6 billion USD, contributing to affirming the role of the southern innovation center, reflecting Ho Chi Minh City's strong commitment to investing in the future.

According to Mr. Lam Dinh Thang, Director of the Department of Science and Technology of Ho Chi Minh City, the issuance of Resolution 57 is a core opportunity for Ho Chi Minh City to make further breakthroughs, contributing to bringing science, technology, innovation and digital transformation to promote all resources, contributing to promoting socio-economic development.

Ho Chi Minh City's goal when implementing Resolution 57 by 2030, with a vision to 2045, is to turn this locality into the largest digital economic center in the country; among the top 100 cities with the most dynamic startup and innovation ecosystems globally by 2030 and the top 50 cities by 2045; among the top 3 provinces and cities in innovation and digital transformation.

At the workshop, experts and scientists focused on discussing groups of issues related to the research coordination program, enhancing cooperation in training highly qualified experts, engineers and scientists; participating in connecting with businesses to train according to actual needs; researching and implementing pilot projects on smart cities, AI (artificial intelligence), automation, and renewable energy.

Speaking at the workshop, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that the city has set out a 1-4-1 strategy: Developing 1 international financial center; 4 including a multi-purpose high-tech center, high-quality healthcare, high-quality education, high-tech industry; and the remaining 1 is strategic infrastructure, first of all, transport infrastructure and digital infrastructure.

With this strategy, the city is in dire need of scientists, schools, training institutes, and businesses to help Ho Chi Minh City implement it.

The Chairman of the Ho Chi Minh City People's Committee also emphasized that because the city needs a comprehensive strategy to develop science, technology, innovation, and digital transformation, the role of the State is only to guide and support, so it is very necessary to have the active participation of businesses, universities, research institutes, scientists, leading experts, and international community cooperation to perfect the mechanism and policies to effectively implement Resolution 57.
