Quang Ninh currently has 3 social housing projects under construction with a total scale of about 2,200 units and 10 projects under urban planning in Ha Long City and Cam Pha City.

Implementing the Government's direction in implementing the Project "Investing in building at least 1 million social housing apartments for low-income people and industrial park workers by 2030", Quang Ninh has included social housing development in the Resolutions of Congresses and very specific action programs.

On August 8, 2022, the People's Committee of Quang Ninh province approved Decision No. 2279/QD-UBND, the project to develop housing for workers and laborers in the coal industry and industrial parks; attracting high-quality human resources and skilled workers to work and live in Quang Ninh. The goal of the project is to strive to start and build about 1,240,000 m2 of floor space by 2025, equivalent to about 25,000 social housing apartments, housing for workers and laborers in the province.

Of which, the projects under implementation are about 460,000 m2 of floor space; the projects expected to invest in new ones are 770,000 m2 of floor space. The list of projects calling for investment includes: 30 locations, social housing projects; 7 locations, industrial park worker housing projects; 10 locations, coal industry worker projects.

The province also issued Plan No. 162/KH-UBND dated June 21, 2023 according to the Prime Minister's Project on investing in the construction of at least 1 million social housing apartments. The goal of the plan is to strive to complete 18,040 social housing units, housing for workers, and industrial park workers by 2030. Specifically, in the 2021 - 2025 period, about 8,209 units, over 700,000 m2 of floor space, will be completed; in the 2025 - 2030 period, 9,831 units, over 620,000 m2 of floor space will be completed.

According to the Department of Construction of Quang Ninh province, the province currently has 3 projects under construction with a total scale of about 2,200 apartments. Of which, the Social Housing Project in the residential area of ​​Ngan Bang Hill in Hong Hai and Cao Thang wards, Ha Long city. This is a joint venture project between Toan Cau Financial Investment Consulting Joint Stock Company and Hanoi Housing Investment and Development Joint Stock Company No. 6. Construction started in October 2022, by August 2024, the project had completed the rough construction and was completing the technical infrastructure. The project will build 3 apartment blocks, including 2 social apartment blocks, 17 floors high, with a total of 790 apartments and 1 commercial apartment block 17 floors high (196 apartments). The total floor area is 125,000 ^m2 ; the total investment is about 1,310 billion VND.

According to the representative of the investor of the Social Housing Area in the Ngan Ban Hill residential area, the project is currently more than a year ahead of schedule, striving to start handing over houses to residents in early 2025.

The Department of Construction of Quang Ninh province has also approved the unit price of social housing in this project, with a price of about more than 16 million VND/m2. The Department has also verified and assessed 310 subjects eligible to buy social housing according to regulations. Currently, 211 subjects are continuing to be resolved.

Next is the social housing project for workers and experts in Dong Mai Industrial Park (Quang Yen town). The investor is Viglacera Corporation - JSC. The project started in March 2022. Up to now, 3/5 apartment buildings (about 380 apartments) have met the conditions for selling future social housing on lot CT2 of the Housing project for workers and experts in Dong Mai Industrial Park, Quang Yen town (for 303 apartments).

In 2024, the social housing project serving workers and experts in Dong Mai Industrial Park (Quang Yen town) is expected to continue investing in 2 apartment buildings with about 600 social housing units for rent. Currently, the project investor is implementing procedures to determine subjects and conditions; appraise selling prices and rental purchase prices.

In addition to the 3 projects under construction, there are 10 projects in the province that are undergoing urban planning in Ha Long City and Cam Pha City.

Specifically, in Ha Long City, there are the Social Housing Projects at the OXH-01 land lot in the urban area in Cao Thang, Ha Khanh and Ha Lam wards; Trade union institution project at Thuy San hill, Bai Chay ward; 20% land fund for social housing construction in Hung Thang urban area; Social housing area in Ha Trung ward; Social housing project at the 20% land fund of the Cho hamlet residential area project in Thong Nhat commune; Social housing development project at the 20% land fund of the Housing Group project on the Northwest side of Tran Thai Tong street in Cao Xanh ward.

In Cam Pha City, there is the project "Mining Workers' Cultural Village" in Mong Duong ward, Apartment complex for workers and miners of Thong Nhat Coal Company in Cam Thanh ward, Social housing project 1 and 2 in Quang Hanh ward.

According to Mr. Nguyen Manh Tuan, Director of the Department of Construction of Quang Ninh province, the Housing Law 2024, effective from August 1, 2024, has removed difficulties, obstacles and shortcomings in the implementation of social housing projects. In the coming time, Quang Ninh province will focus on directing the dissemination and popularization of new regulations. At the same time, it will accelerate the development of social housing support policies under the province's authority according to the provisions of the Housing Law 2024.

Recently, at the inspection of social housing projects in the province, Mr. Cao Tuong Huy, Chairman of the People's Committee of Quang Ninh province emphasized that the early implementation of social housing projects is a political determination and an important task of Quang Ninh province. This not only accompanies the Government to create 1 million social housing units for low-income people and industrial park workers but also solves housing needs and creates stable accommodation for people.

The Chairman of the Quang Ninh Provincial People's Committee has requested relevant departments, branches and localities to closely coordinate, review and promote guidance and dissemination of new regulations under the Land Law and Housing Law. In addition, specialized agencies also need to urgently complete zoning and detailed planning documents, publicly announce programs, projects, plans and land funds for social housing construction to promote investment attraction.

“In particular, priority will be given to carefully selecting reputable and capable investors who effectively implement and complete projects early to serve the people. This will create conditions for workers to stay and settle down in the province for a long time, attract more high-quality workers, and create an abundant human resource for local socio-economic development activities,” Mr. Huy requested.
