According to the Vietnam Association of Realtors (VARS), based on the social housing policy that has been revised and supplemented in a more preferential direction for investors and home buyers, Hai Phong is actively taking the initiative with a series of directives and solutions to develop this type of housing. Before 2030, Hai Phong will exceed the target of developing 33,500 social housing units assigned by the Prime Minister with projects that meet the three good criteria of "Good location - Good quality - Good price".
As the leading locality in the country in implementing social housing from 2022 to present, Hai Phong has started and is constructing 9 social housing projects with a total of over 15,000 units. It is expected that the rough construction will be completed in 2025, aiming to complete the target of 15,400 units for the 2021-2025 period.
In the city, there are currently 21 projects with investment policies or investors preparing to start construction with a scale of 20,400 units, expected to be completed or have products on the market from now until 2030. The city aims to complete the target for the period 2026 - 2030 of 18,100 units.

Partly because there is no detailed guidance document, partly because of fear of responsibility, not daring to do it.
Specifically, in recent times, Hai Phong has directed the State Bank of Vietnam, Hai Phong branch, and the City Social Policy Bank to actively participate in supporting investors and people to access preferential loan packages for social housing development. Directing and guiding agencies and units in confirming people's registration to buy social housing in accordance with the law.
Decree 100/2024/ND-CP detailing a number of articles of the Housing Law on the development and management of social housing, effective from the beginning of August, has stipulated that within 7 days, the office or branch of the land registration office must confirm the information of the registrant who does not own a house and is not listed in the red book in the locality where the social housing project is located. And also within 7 days, the People's Committee at the commune level will confirm the income conditions for the investor to register to buy or rent-purchase social housing.
But in reality, according to Mr. Hung, although people are eligible to buy social housing, when completing procedures to complete the home purchase application, they encounter difficulties when the land registration office does not confirm the housing status. The commune-level People's Committee does not confirm income conditions in the case of self-employed workers who do not sign labor contracts.
