DNVN - Assessing the difficulties related to social housing, Mr. Hoang Van Cuong - Member of the National Assembly's Finance and Budget Committee said that the regulations on access to land and housing funds have become more flexible. It is important to quickly put these new policies and regulations into practice.
Sharing at the seminar “Developing social housing (NƠXH) in the context of new policies” on September 12, Mr. Ha Quang Hung - Deputy Director of the Department of Housing Development and Real Estate Market, Ministry of Construction said that the demand for NƠXH is currently very large. The development of this type of housing is still facing many difficulties and challenges, including obstacles from legal regulations.
However, with the new regulations of the Housing Law, Land Law and Decree No. 100/2024/ND-CP detailing a number of articles of the Housing Law on the development and management of social housing, these bottlenecks have been basically resolved.
The Decree has devoted a chapter to regulating the order and procedures related to the investment stages of social housing projects, providing relatively detailed instructions on the steps, from construction, policy proposal to planning approval, investment policy approval, investor selection to the final stage... Specifying this order will overcome the situation where each locality follows a different order and procedure.

Specifically, not only guiding the implementation steps from the beginning to the end of a social housing project, the decree also assigns responsibility to the provincial People's Committee in the process of implementing, establishing, and approving urban planning and construction planning to reserve enough land for social housing development according to demand. That is, this demand is determined in the general housing development program and plan and approved by competent authorities.
In addition, the decree also provides guidance on the responsibility of investors specializing in commercial housing projects to allocate land for social housing development. At the same time, it provides guidance on document forms to prove the subjects and conditions for enjoying housing policies.
The Decree also stipulates the simplification of administrative procedures. That is, in the case of social housing projects that conduct bidding to select investors and in the bidding process use the selling price criteria, then the investors do not have to carry out appraisal procedures anymore.
“Regarding policy, we assess that this time the administrative procedures have been shortened quite a bit, shortened in terms of conditions, procedures...”, Mr. Hung said.
Assessing the removal of obstacles related to social housing, Mr. Hoang Van Cuong - Member of the National Assembly's Finance and Budget Committee said that access to land and funds for social housing development used to be strictly regulated but now has more flexible regulations. By removing them like that, resources, access conditions, and opportunities for social housing development will be opened up, and social housing projects will have faster access to policies. The important thing is to quickly put these new policies and regulations into practice.
From the perspective of a business that has done many projects, Mr. Truong Anh Tuan - Chairman of the Board of Directors of Hoang Quan Real Estate said that after the Housing Law and Decree 100/2024/ND-CP were issued, for businesses, barriers in procedures, legality, policy mechanisms, land, administrative procedures, capital sources and customer targets have been removed, creating a great momentum. That is a sufficient condition to implement the investment program to build 1 million social housing apartments by 2030.
However, to help businesses be able to do social housing, Mr. Tuan said that a larger policy is needed to help businesses borrow capital. The current interest rate for social housing is acceptable, but the State Bank and commercial banks need to have support policies to help businesses access loans.
