After more than 2 years of implementation, the first social housing project for low-income people in Quang Ninh province invested in the residential area of Ngan Bang Hill (Ha Long City) has completed over 90% of the total volume. The investor is focusing on the completion work, expected to hand over to people in the second quarter of 2025, nearly a year ahead of schedule.
To meet the housing needs of the people, accompanying the Government in implementing the Project to invest in building 1 million social housing apartments..., at the end of 2022, Quang Ninh decided to start construction of social housing in the Bank Hill Residential Area in the territory of Hong Hai and Cao Thang wards (Ha Long City). This is the first social housing project in the province, built on an area of 25,900m2 , of which the construction area is nearly 13,000m2 , technical infrastructure is nearly 9,000m2 , the remaining area is landscape, green space.
The project area is designed to build 3 apartment buildings, of which 2 are 19-storey high (G1, G2); the remaining building is 17-storey high (G3), with a total floor area of over 125,000m2 . The project has a total investment of nearly 1,400 billion VND from capital contributions of 2 enterprises bid and selected according to the provisions of law; the completion progress is in the first quarter of 2026, meeting the housing needs of about 4,000 people.
After more than 2 years of implementation, all 3 buildings G1, G2 for low-income people and G3 for commercial purposes have completed the construction of the rough items. With over 95% of the work completed, contractors are focusing on implementing the remaining finishing work including technical infrastructure items and interior construction. At the same time, testing the infrastructure system, building landscape areas, parks, internal traffic infrastructure, etc., ensuring the conditions for entering the acceptance phase and handover to residents.
Mr. Tran Van Truong, representative of the project investor, said: Currently, the technical, architectural, interior, functional work... meets the requirements according to the design. The investor also completed the model houses to introduce to the people. The relevant units carried out the process of appraisal, approval of documents, and registration instructions according to the law for nearly 500 houses. According to the current progress, the project is put into use and expected to be handed over to the people in the second quarter of 2025, nearly a year ahead of schedule.
The investor's completion of the social housing project of the Bank Hill Residential Area ahead of schedule is of particular importance in meeting the housing needs of low-income people and industrial park workers in accordance with the law; concretizing the policies and directions of the Provincial Party Committee and Provincial People's Council on the implementation of social housing development and housing for low-income people in the province.
From now to 2030, Quang Ninh has planned and arranged an area of more than 660 hectares of land to implement 15 social housing projects, with a total of about 18,000 apartments serving people, workers, low-income people... mainly in the areas of Ha Long, Cam Pha and Quang Yen. The above land fund is located in central locations, with synchronous technical and social infrastructure, ensuring convenient connections, meeting the needs and aspirations of people for housing, helping workers settle down, so that each person can enjoy the fruits of inclusive growth, narrowing the gap between rich and poor. At the same time, contributing to the improvement of urban architecture, completing the landscape environment in a civilized and modern direction; creating conditions for workers to stay and settle down in the province for a long time, attracting more high-quality workers, creating an abundant human resource for socio-economic development activities.
