Kinhtedothi - On the morning of November 28, Vice Chairman of the Hanoi People's Council Pham Qui Tien periodically received citizens in November 2024 regarding the case of citizens Nguyen Quang Dinh, Trinh Ba Long and a number of households in Yen Truong 1 village, Truong Yen commune, Chuong My district, Hanoi.
Accordingly, citizens Nguyen Quang Dinh, Trinh Ba Long and some households in Yen Truong 1 village, Truong Yen commune, Chuong My district, Hanoi city requested to be allocated land for concentrated livestock farming at the same address after implementing land consolidation in Truong Yen commune.
The process of handling the application is as follows: implementing Plan No. 68/KH-UBND dated May 9, 2010 of the Hanoi People's Committee, the People's Committee of Chuong My district issued Plan No. 92/KH-UBND dated June 27, 2012 on implementing land consolidation associated with the conversion of crop and livestock structure in agricultural production in the district in 2012-2013. The Chairman of the People's Committee of Chuong My district signed and approved the planning of the concentrated livestock area in Dong Vau hamlet, Truong Yen commune with a total area of 5.7 hectares.
In November 2012, at the Hall of the People's Committee of Truong Yen commune, 19 households and individuals won the lottery out of 36 livestock land tickets.
Since 2013, the People's Committee of Truong Yen commune has taken land from 19 households and individuals to divide for other households to use, but has not allocated livestock land in Dong Vau hamlet, Truong Yen commune to 19 households and individuals for use, so citizens have continuously sent petitions to the People's Committee of Truong Yen commune and the People's Committee of Chuong My district.
In September 2023, the People's Committee of Truong Yen commune prepared a proposal to issue and reissue land use right certificates for households and individuals.
In May 2024, the Department of Natural Resources and Environment received applications for issuance and re-issuance of land use right certificates from 19 households and individuals.
In August 2024, all 19 households and individuals had not yet been allocated land for livestock farming and had submitted a petition to the Standing Committee of the City People's Council. The Standing Committee of the City People's Council issued Instruction No. 86/PHD-HDND dated August 21, 2024 on guiding citizens to submit petitions to the People's Committee of Chuong My district for consideration and resolution.
By August 29, 2024, the People's Committee of Chuong My district had report No. 659/BC-UBND on the settlement of the dossier for granting and exchanging land use right certificates to carry out land consolidation for 19 households and individuals in Dong Vau area, Truong Yen commune, Chuong My district, with the content: in report No. 90/BC-TNMT dated August 28, 2024 of the Department of Natural Resources and Environment, the reason for not being able to resolve the case is because the area for land consolidation is encroached land within the administrative boundary of Ngoc Hoa commune, but the Land Consolidation Sub-committees and the People's Committee of Truong Yen commune carried out the work of land consolidation, land allocation, and preparation of dossiers requesting the issuance of land use right certificates. Therefore, it is necessary to accurately determine the type of agricultural land allocated to households and individuals according to the land consolidation plan (the type of land recorded on the land use right certificate proposed for recovery is rice land, but the type of land proposed for re-issuance is other agricultural land).
The District People's Committee is directing the Department of Natural Resources and Environment to urgently coordinate with the Hanoi Land Registration Office Branch of Chuong My District, the People's Committee of Truong Yen Commune, and the People's Committee of Ngoc Hoa Commune to consolidate and supplement the dossier before submitting it to the District People's Committee to sign and issue land use right certificates to 19 households and individuals of Truong Yen Commune in accordance with the law.
The Office of the National Assembly Delegation and the City People's Council has contacted and discussed with the Citizen Reception Committee of Chuong My District to update information and results of handling citizens' petitions. However, to date, citizens' petitions have not been completely resolved.
After listening to the citizens' presentations and the leaders of departments, branches, the District People's Committee, and the Truong Yen Commune People's Committee reporting on the settlement process, Vice Chairman of the City People's Council Pham Qui Tien requested that Chuong My District urgently inspect and review specifically and based on the approved planning and plan to publicly allocate land in Truong Yen Commune since 2012 to have a plan to allocate land to people to ensure transparency, fairness, and equality.
