On the morning of March 13, regarding the case of the police rescuing a pregnant woman who fainted in a crowd of hundreds of thousands of people at the Light Festival on the evening of March 12, Colonel TRAN QUANG HIEU - Deputy Director of Dak Lak Provincial Police - said that this was one of 16 scenarios in the security and order assurance plan that had been set up in advance. Mr. Hieu said:

- Immediately upon receiving information from the people, the police force immediately coordinated with the mobile police to clear the way, quickly took the victim out of the crowded area and transferred him to the ambulance in time.

The incident was handled quickly thanks to the proactive preparation of a response plan in advance.

* What is the overall plan to ensure security and order for the entire Buon Ma Thuot Coffee Festival and each specific program, sir?

- Following the direction of the Ministry of Public Security, the Provincial Party Committee, and the Provincial People's Committee, we have developed two plans and two overall options on security and order to ensure safety for the 50th anniversary of Buon Ma Thuot Liberation and the 9th Buon Ma Thuot Coffee Festival.

The provincial police mobilized nearly 3,000 officers and soldiers from professional units along with more than 4,000 members of the grassroots security and order protection team at the locations where activities took place within the framework of the coffee festival. In particular, this has promoted the role of commune-level police after the dissolution of district-level police.

In addition, the police force has closely coordinated with the province's armed forces and coordinated with the professional departments of the Ministry of Public Security to control the situation from the outskirts, in border areas, and prevent the infiltration of weapons and explosives.

In Buon Ma Thuot city, we have diverted traffic from a distance. At the control area about 10km from the center, trucks and buses must take a different route and are not allowed to enter the city.

Large vehicles with 16 seats or more are restricted from entering the city center. The police also arranged suitable parking spots to create open space and ensure smooth traffic regulation.

At the festival areas, traffic checkpoints are set up to regulate traffic and ensure that escape routes are always clear. Authorities also set up checkpoints, disseminate information, and remind people to comply with regulations and avoid pushing and shoving when participating in crowded events.

Deploy warning and rapid response system

* To be proactive in directing and commanding to ensure festival security and order, how has the Provincial Police implemented it?

- The provincial police have established a combat command information center located at the provincial police to monitor and direct all activities to ensure security and order at the festival.

We have also set up Zalo groups to continuously update information on security situations, support finding lost people, provide emergency aid to people with health problems, and warn of unusual situations.

In addition, fire fighting forces and ambulances are always on duty in high-risk areas to promptly respond when necessary.

As in the incident last night, when a pregnant woman fainted in the middle of a crowd, the police used professional spotlights to clear the way and quickly brought the victim out to safety. This was one of the options that had been carefully planned and rehearsed in advance.

- Festivals are an opportunity for people to have fun and socialize. Like the Light Festival event last night, with a drone flying program and art performances by many famous singers, it attracted a large audience, especially young people.
