At the forum 'Voice of Youth - Action of the Union' held this afternoon (March 13), Mr. Bui Liem Thanh, Secretary of the Union of Quyet Thang commune (Lac Son, Hoa Binh), asked the Central Secretariat of the Union about the arrangement and streamlining of the Union's apparatus.
Streamline to no longer be 'grand above, shrunken below'
Mr. Liem said that the entire political system is strongly, resolutely, and quickly implementing the organization and apparatus of the political system to be streamlined and operate effectively and efficiently.
He asked the Central Youth Union Secretary to provide some orientations and instructions to Youth Union chapters at all levels on implementing the Party's policy on reorganizing the apparatus of the political system.

Answering this question, Mr. Ngo Van Cuong - Secretary of the Central Youth Union, Chairman of the Central Youth Union Inspection Committee - said that the Central Youth Union Secretariat will arrange and streamline the apparatus in the direction of focusing on the grassroots and being close to the youth union members.
Specifically, Mr. Cuong informed that at the 9th National Congress of the Vietnam Youth Union, General Secretary To Lam pointed out the issue "Is the structure and organizational model of the Youth Union and the Youth Union reasonable up to now? Is it an inverted cone? The framework at the Central and provincial levels is grand and complete; the grassroots and villages are difficult...", raising the question of how the Central Youth Union plans to implement Resolution No. 18 of the 12th Central Executive Committee to overcome the above situation?

The current organizational structure has a disparity in resources between levels, especially between the central, provincial and grassroots levels, leading to uneven performance. The grassroots level often lacks human resources, funding and operating conditions, reducing the ability to attract and gather young people.
"Responding to the General Secretary's question, implementing Resolution 18 is considered by the Central Secretariat of the Youth Union to be the responsibility of the Youth Union in participating in building a streamlined political system apparatus that operates effectively and efficiently, contributing to the revolution in streamlining the political system's organizational apparatus," said Mr. Cuong.
The Central Youth Union's apparatus has been reduced by more than half.
In the past time, implementing Resolution No. 18, besides focusing on restructuring the organization of the Central Youth Union from 35 units down to 14 affiliated units.
The Central Youth Union Secretariat guides provincial and municipal youth unions in streamlining the apparatus, arranging the structure of the apparatus, and naming the provincial and municipal youth union committees in conjunction with innovating the content and methods of operation in the direction of focusing on the grassroots, connecting with union members, overcoming the "administrativeization" of activities and the "bureaucratization" of union officials.

Digital transformation helps streamline the apparatus effectively
In the coming time, the Youth Union at all levels will continue to pay attention to and implement 5 key contents on streamlining and streamlining the apparatus.
Firstly, promote propaganda activities on policies, objectives, requirements, and tasks of streamlining the political system's apparatus in the new situation. Enhance understanding of the thoughts and aspirations of cadres, civil servants, public employees, union members, and workers. Provide political and ideological education, raise awareness and responsibility to create high consensus in innovation, organization and apparatus arrangement, and staff streamlining.
Second, continue to review and reorganize the apparatus of specialized agencies of the Youth Union at all levels. Resolutely reduce the number of subordinate units with overlapping functions and tasks, and ineffective operations. Ineffective public service units can be reorganized or dissolved.
Streamlining the payroll, restructuring the staff, combined with innovating the state budget allocation mechanism and financial management to ensure the right goals and regulations.
Third, the Youth Union chapters at all levels need to proactively advise the Party Committee on Youth Union staff so that after implementing the arrangement and streamlining, there must be a team of Youth Union cadres at all levels with sufficient qualifications, qualities, and capacities equal to the tasks; ensuring that the Youth Union organizational apparatus at all levels operates continuously and effectively.
Fourth, innovate working methods. Promote the application of information technology and digital transformation in Youth Union activities, enhance connections and interactions with young people through digital platforms. Focus on key tasks that are appropriate to the new situation, meeting the needs and legitimate aspirations of young people.
