According to National Assembly Chairman Tran Thanh Man, because many contents required by the Politburo must be completed before June 30, 2025, it is expected that the 9th session will open earlier, possibly after the April 30-May 1 holiday.
On March 10, National Assembly Chairman Tran Thanh Man chaired and opened the 43rd session of the National Assembly Standing Committee. Speaking at the opening of the session, the National Assembly Chairman said that this was the first session after the National Assembly and the National Assembly Standing Committee rearranged the National Assembly Committees. After 2 days of closing the 9th extraordinary session, the National Assembly Standing Committee arranged the organizational structure of the Ethnic Council and the National Assembly Committees to ensure stability and immediately get to work. The Government coordinated with the National Assembly Standing Committee to implement 4 laws amended by the 9th extraordinary session, and passed 11 important resolutions related to organizational work and socio-economic issues. After rearranging the apparatus, the National Assembly and the Government also created conditions for people and businesses to access administrative procedures and resolve work. The Government will start the new apparatus from March 1, 2025.
According to the National Assembly Chairman, at this meeting, the National Assembly Standing Committee will give opinions on the explanation and acceptance of revisions to three draft laws before submitting them for comments at the Conference of full-time National Assembly deputies (if necessary) and submitting them to the National Assembly for approval at the upcoming 9th session, including: draft Law on Special Consumption Tax (amended); draft Law on Corporate Income Tax (amended); draft Law on Management and Investment of State Capital in Enterprises.
In the context that we are determined to strive to achieve the growth target of 8% or more in 2025, successfully implementing the 5-year Socio-Economic Development Plan 2021-2025, the provisions in these draft laws are extremely important, and can become a "lever", creating momentum for our country's economy to soon achieve its set goals. Currently, the Government is actively implementing the resolutions of the National Assembly, especially the resolution on science, innovation, and digital transformation.
In addition, the National Assembly Standing Committee will also discuss and give opinions on five draft laws that will be submitted to the National Assembly for first comments at the upcoming 9th Session, including: Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Railways (amended); Law on Personal Data Protection; Law on State of Emergency; Law on Participation in United Nations Peacekeeping Forces.
According to the National Assembly Chairman, the National Assembly Standing Committee will give opinions on the reduction of land rent in 2024 and the issuance of a Government Decree regulating the reduction of land rent in 2024; consider the draft Resolution of the National Assembly Standing Committee explaining the regulations on the standards of "clean and strong party and mass organizations" in the Law on Emulation and Commendation. At the same time, consider the National Assembly's Report on People's Aspirations in February 2025. Conduct a summary of the 9th Extraordinary Session of the 15th National Assembly according to the provisions of Article 12 of the National Assembly Session Rules.
“In the coming time, the workload of the agencies in the National Assembly bloc is very large, with higher requirements and greater responsibilities. Especially the new tasks related to reviewing, researching and amending the 2013 Constitution and related laws according to Conclusion No. 126-KL/TW and Conclusion No. 127-KL/TW of the Politburo and the Secretariat,” the National Assembly Chairman stated, emphasizing that the volume of legislative tasks and regular work is also very large, counting only the projects already in the 2025 law-making program, including 11 passed laws and 16 laws for comments; not including the laws that need to be amended according to Conclusion 127 and other laws and resolutions that the Government plans to propose to add.
The National Assembly Chairman also informed that it is expected to prepare for the 9th Session with many important contents, including the content of amending the 2021 Constitution3 and related laws, so in April, the National Assembly Standing Committee will hold many meetings, working on the arrangement of the commune-level administrative apparatus, streamlining the apparatus in the spirit of Conclusion 127 of the Politburo. Therefore, there will be many meetings of the National Assembly Standing Committee, working on Saturdays, Sundays, and at night in the arrangement of administrative units submitted by localities and the Government to ensure progress. Many contents required by the Politburo to be completed before June 30, so it is expected that the 9th Session will open earlier, possibly after the April 30-May 1 holiday. Therefore, the Ethnic Council, the Committees and the Government must actively coordinate in completing the law-making to submit to the 9th Session.
