Ensuring equitable access to education for people with disabilities

From now until 2030, 900 new teachers and 5,500 education support staff for people with disabilities will be added to work in educational institutions for people with disabilities.

That is one of the goals stated in the Planning of the system of specialized educational facilities for people with disabilities and the system of centers supporting the development of inclusive education for the period 2021 - 2030, with a vision to 2050, announced on February 25, 2025 according to Decision No. 403/QD-TTg of the Prime Minister.

Efforts to reduce disadvantages for people with disabilities

According to statistics from the Vietnam National Committee for Persons with Disabilities, by 2024, the country will have approximately 8 million people with disabilities, of which more than 2,260,000 are children. Worryingly, more than 90% of children with disabilities lack access to basic social services such as education, health care, nutrition, housing, clean water and sanitation, information, social integration and a safe living environment.

Although Vietnam has implemented an inclusive education policy since 2002, educational services for people with disabilities are still generally limited, especially early detection and early intervention services. The report of the Departments of Education and Training (DET) in 2024 shows that the network of educational facilities for children with disabilities currently includes 48 specialized educational facilities; 14 public centers for education of children with disabilities in 31 provinces/cities. In addition, there are hundreds of private centers, intervention rooms, and special education support rooms under the management of different ministries, branches, and organizations.

However, educational facilities for children with disabilities, especially private ones, are established spontaneously, without planning; the distribution of specialized educational facilities for children with disabilities is not reasonable; most specialized educational facilities and centers to support the development of inclusive education are concentrated in cities and urban areas. Meanwhile, in rural, disadvantaged and remote areas, there are no educational facilities for people with disabilities. The system of specialized schools is not enough to meet the specific needs of children with disabilities, children with severe disabilities, especially severe disabilities and children with multiple disabilities. Therefore, the opportunity to access fair and quality education for children with disabilities, especially in remote areas, is difficult to achieve.

In Son La alone, statistics show that in 2024 there will be about 4,970 disabled children under 18 years old; of which, nearly 50% of disabled children do not go to school or receive community integration intervention.

Therefore, the Planning of the system of specialized educational facilities for people with disabilities and the system of centers supporting the development of inclusive education for the period 2021 - 2030, with a vision to 2050, was issued to ensure equal access to education for people with disabilities. In particular, the goal by 2030 is to complete and effectively operate the system, including 12 public specialized educational facilities for people with disabilities; develop a system of public centers supporting the development of inclusive education with 94 centers, encourage the establishment of private specialized educational facilities for people with disabilities and private centers supporting the development of inclusive education.

By 2050, the system will develop with 12 public specialized educational institutions for people with disabilities, 148 public centers to support the development of inclusive education; private specialized educational institutions for people with disabilities and private centers to support the development of inclusive education ensuring operating conditions according to regulations.

Human resource development

Regarding the staff of managers, teachers and officials supporting education for people with disabilities, the Plan to 2030 sets a target of having about 3,300 teachers and 7,400 officials supporting education for people with disabilities working in educational institutions for people with disabilities, of which 900 teachers and 5,500 officials supporting education for people with disabilities will be newly added. By 2050, there will be about 4,900 teachers and 10,900 officials supporting education for people with disabilities working in educational institutions for people with disabilities.

Speaking to the press, Mr. Ta Ngoc Tri - Deputy Director of the General Education Department (Ministry of Education and Training) said that to develop human resources for special education, there are two forces: teachers who graduated from the special education department and cultural teachers who have received additional training and have certificates in inclusive education. Mr. Tri emphasized that the second group will be the larger force.

Currently, in addition to the special education department of Hanoi National University of Education training teachers and support staff for people with disabilities, some schools also perform this function such as Ho Chi Minh City University of Education, Hanoi Capital University, etc.

The demand for human resources for education of the disabled is a good opportunity for schools to expand their training scope. This is also the basis for the Ministry of Education and Training to develop policies for this sector. From there, continue to provide society with a team of special education teachers. On that basis, ensure human resources to successfully implement this Plan in the coming time.
