NDO - On the morning of March 10, at the National Assembly House, the National Assembly Standing Committee opened its 43rd regular session, the first session conducted with the preparation of the following agencies to reorganize the apparatus of the National Assembly and the Government.
In his opening speech, National Assembly Chairman Tran Thanh Man said that at the meeting, the National Assembly Standing Committee would give opinions on the explanation and acceptance of revisions to three draft laws before submitting them for comments at the Conference of full-time National Assembly deputies (if necessary) and submitting them to the National Assembly for approval at the upcoming 9th session.
The draft laws include: draft Law on Special Consumption Tax (amended), draft Law on Corporate Income Tax (amended), draft Law on Management and Investment of State Capital in Enterprises.
According to the National Assembly Chairman, in the context that we are determined to strive to achieve the growth target of 8% or more in 2025, successfully implementing the 5-year Socio-Economic Development Plan 2021-2025, the provisions in these draft laws are extremely important, and can become a lever, creating momentum for our country's economy to soon achieve the set goals.

The National Assembly Chairman said that the Government is actively implementing the National Assembly's resolutions, especially the resolution on piloting a number of mechanisms and policies to remove obstacles in science, technology, innovation and national digital transformation activities.
"At the 2nd meeting of the Central Steering Committee on science, technology, innovation and digital transformation, chaired by General Secretary To Lam, many tasks related to this field were deployed.
Recently, the General Secretary chaired a working session with the Central Policy and Strategy Committee on private economic development. "If we want to achieve double-digit growth in the 2026-2031 period, the private economy must be given attention, because the private economy accounts for about 50% of the total GDP," the National Assembly Chairman emphasized.
The National Assembly Chairman stated that in the coming time, the workload of the agencies in the National Assembly bloc will be very large, with higher requirements and greater responsibilities. Especially the new tasks related to reviewing, researching and amending the 2013 Constitution and related laws according to Conclusion No. 126-KL/TW and Conclusion No. 127-KL/TW of the Politburo and the Secretariat.

In addition, the volume of legislative tasks and regular work is also very large. The projects included in the 2025 law-making program alone include 11 passed laws and 16 laws for comments; not including the laws that need to be amended according to Conclusion 127 and other laws and resolutions that the Government plans to propose to add.
Many contents of the Politburo and Secretariat are required to be completed before June 30, 2025. It is expected that the 9th Session may need to open earlier than usual (in early May). Accordingly, the contents submitted to the National Assembly at the Session must be considered by the National Assembly Standing Committee in April.
"The draft Law on the Supervisory Activities of the National Assembly and People's Councils must be completed in March to be submitted to competent authorities for submission to the Central Conference in April; the election plan for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term must also be completed in March to ensure submission to the Central Conference in April. We may open the 9th Session after the April 30-May 1 holiday, half a month earlier than expected," the National Assembly Chairman informed.
The National Assembly Chairman suggested that agencies need to closely follow the direction of the Central Executive Committee, the Politburo, the Secretariat, and the Central Steering Committee on summarizing the implementation of Resolution 18, proactively updating and immediately deploying new tasks.
At the same time, urgently prepare the contents in the proposed program and plan, closely coordinate to prepare the contents to be submitted to the National Assembly Standing Committee to ensure progress and quality, and avoid the situation of requesting to postpone or transfer to the next session, avoiding piling up work close to the session.
After the opening speech of National Assembly Chairman Tran Thanh Man, Vice Chairman of the National Assembly Le Minh Hoan chaired the first content of the meeting: giving opinions on the draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality.
