Large workload, great responsibility
This content was clearly stated by National Assembly Chairman Tran Thanh Man in his opening speech at the 43rd session of the National Assembly Standing Committee on the morning of March 10.
This is the first meeting held with the preparation of the agencies after the reorganization of the National Assembly and Government.

National Assembly Chairman Tran Thanh Man commented that in the coming time, the workload of agencies in the National Assembly bloc will be very large, with higher requirements and greater responsibilities.
In particular, new tasks related to reviewing, researching, and amending the 2013 Constitution and related laws according to Conclusion 126 and Conclusion 127 of the Politburo and Secretariat.
In addition, the volume of legislative tasks and regular work is also very large. The projects included in the 2025 law-making program alone include 11 passed laws and 16 laws for comments; not including the laws that need to be amended according to Conclusion 127 and other laws and resolutions that the Government plans to propose to add.
"The 9th Session of the 15th National Assembly is expected to have many important contents, including the amendment of the 2013 Constitution and related laws.
In April, the National Assembly Standing Committee can hold many sessions to arrange the administrative apparatus at the commune level, this is in accordance with the spirit of Conclusion 127," the National Assembly Chairman said, emphasizing that the National Assembly is ready to work on Saturdays, Sundays and even at night to consider arranging the administrative units submitted by localities and the Government, ensuring progress.
The National Assembly Chairman stated that because many contents were requested by the Politburo and Secretariat to be completed before June 30, it is expected that the 9th Session may need to open half a month earlier than usual, possibly after the April 30 - May 1 holiday.
Accordingly, the contents submitted to the National Assembly at the basic session must be considered by the National Assembly Standing Committee in April.
"The draft Law on the National Assembly and People's Councils' Supervisory Activities Amendment must be completed in March to be submitted to competent authorities, then submitted to the Central Conference in April; the project and plan for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term must also be completed in March to ensure submission to the Central Conference in April," said the National Assembly Chairman.
The National Assembly Chairman suggested that, from now on, agencies need to closely follow the direction of the Central Executive Committee, the Politburo, the Secretariat, and the Central Steering Committee on summarizing the implementation of Resolution 18, proactively updating and immediately deploying new tasks.
At the same time, urgently prepare the contents in the proposed program and plan, closely coordinate to prepare the contents to be submitted to the National Assembly Standing Committee to ensure progress and quality, and avoid the situation of requesting to postpone or transfer to the next session, avoiding piling up work close to the session.
Consider many "leverage" laws to create momentum for economic development
Referring to the content of the 43rd session of the National Assembly Standing Committee, the National Assembly Chairman said that the National Assembly Standing Committee gave opinions on the explanation and acceptance of revisions to 3 draft laws before submitting them for comments at the Conference of full-time National Assembly deputies (if necessary) and submitting them to the National Assembly for approval at the 9th Session.
The drafts include: Law on Special Consumption Tax (amended); Law on Corporate Income Tax (amended); Law on Management and Investment of State Capital in Enterprises.

According to the National Assembly Chairman, in the context that we are determined to strive to achieve the growth target of 8% or more in 2025, successfully implementing the 5-year Socio-Economic Development Plan 2021-2025, the provisions in these draft laws are extremely important, and can become a lever, creating momentum for our country's economy to soon achieve the set goals.
The National Assembly Chairman said that the Government is actively implementing the National Assembly's resolutions, especially the resolution on piloting a number of mechanisms and policies to remove obstacles in science, technology, innovation and national digital transformation activities.
"At the 2nd meeting of the Central Steering Committee on science, technology, innovation and digital transformation, chaired by General Secretary To Lam, many tasks related to this field were deployed.
Recently, the General Secretary chaired a working session with the Central Policy and Strategy Committee on private economic development. "If we want to achieve double-digit growth in the 2026-2031 period, the private economy must be given attention, because the private economy accounts for about 50% of the total GDP," the National Assembly Chairman emphasized.
In the working session this morning, right after the opening speech of National Assembly Chairman Tran Thanh Man, the National Assembly Standing Committee will consider and give opinions on 3 contents: Draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality; Draft Law on Railways (amended) and the report on the National Assembly's public petition work in February 2025.
According to the program, at this session, regarding legislation, the National Assembly Standing Committee will give opinions on five draft laws, including: Law amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Railways (amended); Law on Personal Data Protection; Law on State of Emergency; Law on Participation in United Nations Peacekeeping Forces.
The National Assembly Standing Committee will also give opinions on explaining, accepting and revising three draft laws, including: Law on Special Consumption Tax (amended); Law on Corporate Income Tax (amended); Law on Management and Investment of State Capital in Enterprises.
Regarding supervision work, the National Assembly Standing Committee will review the National Assembly's Report on People's Aspirations in February 2025.
Regarding decisions on important issues, the National Assembly Standing Committee will give opinions on the reduction of land rent in 2024 and the issuance of a Government Decree regulating the reduction of land rent in 2024.
The National Assembly Standing Committee will give its opinion on the summary of the 9th Extraordinary Session of the 15th National Assembly.
