National Assembly Chairman Tran Thanh Man said that the 9th session of the National Assembly is expected to open early after the April 30 - May 1 holiday, including the amendment of the 2013 Constitution and related laws.
On the morning of March 10, the National Assembly Standing Committee opened its 43rd session. In his opening speech, National Assembly Chairman Tran Thanh Man said that this was the first session after the National Assembly Standing Committee and the National Assembly rearranged the committees.
After the 9th extraordinary session (February), the National Assembly Standing Committee arranged the organizational structure of the Ethnic Council and committees to stabilize and immediately get to work.
The National Assembly Chairman stated that "by starting work immediately after reorganizing the National Assembly apparatus, the Government has created conditions for people and businesses to access administrative procedures and resolve work."
At this meeting, the National Assembly Standing Committee will give opinions, explain, revise and accept the three draft laws before submitting them for comments at the Conference of full-time National Assembly deputies if deemed necessary and will submit them to the National Assembly for approval at the upcoming 9th session.
Those bills are: Law on Corporate Income Tax (amended); Law on Special Consumption Tax (amended); Law on Management and Investment of State Capital in Enterprises.
According to the National Assembly Chairman, in the context of setting a growth target of 8% or more in 2025, successfully implementing the 5-year socio-economic development plan, the content of the provisions in these draft laws is extremely important, and can become a lever, creating momentum for the economy to soon achieve the set goals.
At the meeting, the National Assembly Standing Committee will also give opinions on five draft laws submitted to the National Assembly for the first time at the 9th session, including: Law amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Railways (amended); Law on Personal Data Protection; Law on State of Emergency; Law on Participation in United Nations Peacekeeping Forces.

The National Assembly Chairman emphasized that in the coming time, the workload of the National Assembly agencies will be very large, with higher requirements and greater responsibilities, especially new tasks related to reviewing and amending the 2013 Constitution and related laws according to Conclusions 126 and 127 of the Politburo and Secretariat.
In addition, the volume of legislative tasks and regular work is also very large. The National Assembly Chairman said that, counting only the projects included in the 2025 law and ordinance building program, there are 11 laws that must be passed and 16 laws for comments, not including the laws according to Conclusion 127 and other resolutions that the Government plans to propose to add.
Mr. Tran Thanh Man provided more information about the upcoming 9th National Assembly session with many important contents, including the amendment of the 2013 Constitution and related laws. In April, the National Assembly Standing Committee may hold many sessions to arrange the administrative apparatus at the commune level and streamline the apparatus.
The National Assembly Chairman said that there will be many meetings of the National Assembly Standing Committee, which can be held on Saturdays, Sundays and at night, to arrange administrative units that localities and the Government have submitted to ensure progress.
The Politburo and the Secretariat requested that many contents be completed before June 30, so the 9th session of the National Assembly is expected to open earlier, possibly after the April 30 - May 1 holiday. The National Assembly Chairman requested that the Ethnic Council, relevant agencies of the National Assembly Standing Committee, and the Government actively coordinate in completing the drafting of laws to be submitted to the session.
Accordingly, the content to be submitted to the National Assembly at the 9th session must be considered immediately in April. The draft revised Law on the National Assembly and People's Councils must be completed in March to be submitted to competent authorities; in April, it must be submitted to the Central Conference. The project and plan for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term must be completed in March to ensure that it is submitted to the Central Committee in April.
The National Assembly Chairman assigned the Vice Chairmen, the Delegation Affairs Committee, the People's Aspirations and Supervision Committee, the Law and Justice Committee to coordinate with relevant agencies to implement. He requested that from now on, the agencies must closely follow the direction of the Central Executive Committee, the Politburo, the Secretariat, and the Central Steering Committee to summarize Resolution 18.
At the same time, urgently prepare the contents of the program, closely coordinate in preparing the contents to be submitted to the National Assembly Standing Committee to ensure progress and quality, avoid the situation of requesting to postpone or transfer to the next session, and avoid piling up work close to the session.
Constitutional amendments must have a broader and more far-reaching vision when merging provinces and abolishing districts.
