On the morning of March 10, speaking at the opening of the 43rd session of the National Assembly Standing Committee, National Assembly Chairman Tran Thanh Man said the session would last 2.5 days (November 10 and close on the afternoon of March 14).

According to the National Assembly Chairman, at this meeting, the National Assembly Standing Committee will give opinions, explain, revise and accept the three draft laws before submitting them for comments at the conference of full-time National Assembly deputies if deemed necessary and will submit them to the National Assembly for approval at the upcoming 9th session.
Including the draft Law on Corporate Income Tax (amended). Currently, businesses are very interested in this draft law. The draft Law on Special Consumption Tax (amended), the Law on Management and Investment of State Capital in Enterprises.
Mr. Man stated that in the context of setting a growth target of 8% or more in 2025, successfully implementing the 5-year socio-economic development plan 2021 - 2025, the content of the provisions in these draft laws is extremely important, can become a lever, creating momentum for our country's economy to soon achieve the set goals.
Mr. Man added that the Government is actively implementing the resolutions of the National Assembly, especially the resolutions on science and technology, innovation, and digital transformation.

At the meeting, the National Assembly Standing Committee will give opinions on five draft laws. It will also give opinions on the reduction of land rent in 2024 and the issuance of a Government decree regulating the reduction of land rent in 2024, along with a number of other important contents.
Expected to submit to the National Assembly to amend the Constitution at the session in May 2025
National Assembly Chairman Tran Thanh Man emphasized that in the coming time, the workload of the National Assembly agencies will be very large, with higher requirements and greater responsibilities, especially new tasks related to reviewing and amending the 2013 Constitution and related laws according to conclusions 126 and 127 of the Politburo and Secretariat.
In addition, the volume of legislative tasks and regular work is also very large. Just counting the projects included in the 2025 law and ordinance building program, there are 11 laws that must be passed, 16 laws for comments, not including the laws according to Conclusion 127 and other resolutions that the Government plans to propose to supplement.
Mr. Man said that the 9th session (May 2025) is expected to have many important contents, including amending the 2013 Constitution and related laws.
In April, the National Assembly Standing Committee may hold several sessions to reorganize the commune-level administrative apparatus and streamline the apparatus. This is in accordance with Conclusion 127 of the Politburo and Secretariat.
"Today is the 43rd regular meeting, but there are many Standing Committee meetings, which can be held on Saturdays, Sundays, and at night in the arrangement of administrative units when the Government and localities submit to ensure progress.
Many contents of the Politburo and Secretariat require completion before June 30, so it is expected that the 9th regular session will open earlier. Maybe after the April 30 and May 1 holidays, we will open the session.
I say this so that the Ethnic Council, relevant agencies, and the Government must actively coordinate in perfecting the law-making process to submit to the 9th session. Including the laws passed and the laws discussed in the coming time," said Mr. Man.
According to Mr. Man, the content to be submitted to the National Assembly at the 9th session must be considered immediately in April. In particular, the revised bill on the election of National Assembly deputies and People's Council deputies must be completed this March to be submitted to the competent authority and in April to be submitted to the central conference.
The project and plan for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term must be completed in March to ensure submission to the central government in April.
He has issued an official document assigning the vice chairmen, the Delegation Work Committee, the People's Aspirations and Supervision Committee, the Law and Justice Committee to coordinate with relevant agencies to implement.
He suggested that from now on, agencies must closely follow the direction of the Central Executive Committee, the Politburo, the Secretariat, and the Central Steering Committee to summarize Resolution 18, continuously update, and immediately deploy tasks.
At the same time, urgently prepare the contents in the proposed program and plan, closely coordinate in preparing the contents to be submitted to the National Assembly Standing Committee to ensure progress and quality, avoid the situation of requesting to postpone or transfer to the next session, and avoid piling up work close to the session.
