On the afternoon of March 9, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector (Steering Committee) chaired the 16th meeting of the Steering Committee.

The meeting was held in a direct and online format between the Government Headquarters and 44 provinces and centrally-run cities with important national projects and key works in the transport sector.

Attending the meeting were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; Deputy Prime Minister Ho Duc Phoc; members of the Steering Committee who are Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and cities; representatives of project management boards, state-owned economic groups, investors, consulting units, and construction contractors.

Opening the meeting, Prime Minister Pham Minh Chinh stated that along with many important tasks such as continuing to reorganize the political system, drafting documents and preparing for party congresses at all levels, and celebrating major national holidays, the whole country must promote growth to reach 8% or more in 2025.

According to the Prime Minister, one of the solutions to achieve the growth target of 8% in 2025 is to promote investment, in which public investment is an important driving force. It is necessary to mobilize public investment resources to activate all resources, lead private investment, focusing on infrastructure development investment - one of the three strategic breakthroughs identified by the Party and State. The whole country strives to disburse public investment capital to reach at least 95%.

In 2025, strive to open the expressway from Cao Bang to Ca Mau, the whole country will reach the target of 3,000km of expressway; complete and put into operation aviation projects such as Long Thanh International Airport; Terminal T3, Tan Son Nhat International Airport; seaports. At the same time, continue to promote the East-West connecting expressways and expressways, roads; urban railways, Hanoi and Ho Chi Minh City beltways; standard gauge railway route Lao Cai-Hanoi-Hai Phong...

To achieve the set goals, the Prime Minister requested ministries, branches and localities to review the implementation of assigned tasks and solutions, especially at the 15th Session of the Steering Committee, including reviewing investment preparation, preparation and approval of feasibility study reports, contractor selection, project investment implementation, especially in site clearance, relocation of technical infrastructure, construction organization, especially the provision of construction materials, funding for projects, etc.

On that basis, frankly and objectively state the problems and difficulties that need to be resolved; propose the subject and time needed for completion, with the motto "clear people, clear work, clear responsibilities, clear time, clear products."

According to the Ministry of Construction, the country is currently implementing 28 expressway projects/component projects, with a total length of about 1,188 km, expected to be completed in 2025 to achieve the goal of having 3,000 km of expressway nationwide. Of these, 16 projects with a total length of 786 km are being implemented closely following the completion plan in 2025; 12 projects with a total length of 402 km are still facing difficulties in site clearance and construction material sources, which need to be resolved and focused on, and organized for construction to be completed in 2025.

In addition, many other projects are in the process of preparing and approving pre-feasibility study reports for road projects such as Ho Chi Minh City Ring Road 4 Project; Tan Phu-Bao Loc, Bao Loc-Lien Khuong, Gia Nghia-Chon Thanh, Ho Chi Minh City-Moc Bai expressways.

Expressway projects are in the stage of technical design and contractor selection such as: Ninh Binh-Hai Phong, Hoa Binh-Moc Chau section through Son La. Other projects are being completed behind schedule such as: Chau Doc-Can Tho-Soc Trang, Dong Dang-Tra Linh, Huu Nghi-Chi Lang, Ring Road 4 of Hanoi Capital Region.

Projects: Long Thanh International Airport, T3 Passenger Terminal of Tan Son Nhat International Airport, Nhon-Hanoi Railway Station Urban Railway... are being implemented closely following the set plan.

At the 15th meeting of the Steering Committee, the Prime Minister assigned 33 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles and speeding up procedures for preparing investment projects.

Up to now, the units have completed 22 tasks on time as required, such as appraising the Tan Phu-Bao Loc expressway project, adjusting the investment policy of the Tuyen Quang-Ha Giang project; providing guidance on the use of sea sand as filling material; providing guidance on licensing procedures, exploitation, and capacity increase of filling material mines in the Mekong Delta; approving the adjustment of the investment policy of the Ben Luc-Long Thanh expressway project; submitting for promulgation a Resolution on the implementation of the high-speed railway project on the North-South axis; submitting for approval the adjustment of the Long Thanh International Airport project, etc.

In addition, the units are actively implementing 7 tasks of regular direction and operation, and 4 tasks have not met the required progress.
