The Politburo and the Secretariat have just issued Conclusion No. 127-KL/TW on the implementation of research and proposals to continue to reorganize the political system and direct the temporary suspension of the organization of Party congresses at the commune and district levels. Associate Professor, Dr. Nguyen Trong Phuc, former Director of the Institute of Party History, Ho Chi Minh National Academy of Politics, talked about these issues.
Reporter: Sir, in Conclusion No. 127-KL/TW (Conclusion 127), the Politburo directed to temporarily suspend the organization of Party Congresses at the commune and district levels; after the 11th Conference of the Party Central Committee. What is your assessment of this?
Assoc. Prof. Dr. Nguyen Trong Phuc: In Conclusion No. 126-KL/TW of the Politburo and the Secretariat on a number of contents and tasks to continue to arrange and streamline the apparatus of the political system in 2025, it was requested to study the orientation to continue to arrange and eliminate intermediate administrative levels (district level); develop a plan to continue to arrange the commune level in accordance with the new organizational model, propose the organization of the apparatus, functions, tasks, powers and responsibilities of the commune level; and orient the merger of a number of provincial-level administrative units.
In Conclusion No. 127 on implementing research and proposing to continue to reorganize the political system, the Politburo and the Secretariat requested to study the orientation of merging some provincial-level units, not organizing at the district level, and merging some commune-level units.
So this year we have to study the abolition of the district level, which is the intermediate level, and the merger of some provincial-level units. Therefore, it is necessary to reorganize the commune level to suit the requirements and criteria of population, natural area, technical infrastructure, and social infrastructure to ensure scientific assurance. Abolishing the district level and merging some provinces, it is scientific and reasonable to temporarily suspend the organization of party congresses at the commune and district levels until after the 11th Central Conference.
Many opinions say that when the district level is abolished, the role of the commune level is very important. Especially since 1/3, the district police have ceased operations and the role of the commune police is also very heavy. Therefore, in this arrangement, it is necessary to calculate how to reorganize the activities of the commune level to ensure effective operations, sir?
- In the future, the commune level will be organized on a very large scale and its functions and tasks will be different from the present. That is, giving the commune level some greater powers. Because when the district level is abolished, all instructions will be directly from the province to the commune. Therefore, the requirements and tasks of the commune level will be different in the future, and the scale will be large in terms of population and area. In particular, according to Conclusion 127, some commune-level units must also be merged.
The organization of the commune level will be different, how many people? what are the functions and tasks? need to be recalculated scientifically, ensuring good operation from the province leading straight down to the commune. So there are only 3 levels: central, province, commune.
For now, 1/3 of the district police have ceased operations and soon the entire district level will be in operation. The district’s staff will be focused on supplementing the communes, and some will be reinforced for the province. Thus, the force will be stronger from the party organization, government, police, and military. The Ministry of National Defense will have its own regulations on military organization.
Recently, the drastic directions of the Central Committee, the Politburo, and the Secretariat have truly been a revolution in streamlining the organizational apparatus to make it effective and efficient. After the arrangement at the Central level, now the Party organization and government at the provincial level have basically been arranged, starting to operate under the new apparatus from March 1. According to Conclusion 127, everything must be done very quickly in the coming time, even in the first and second quarters, before the commune and provincial congresses to go to the National Party Congress in early 2026.
What do you expect about the country's socio-economic situation after the merger of provinces?
- If we can do the job of eliminating the district level, merging the provincial level, and streamlining the organizational structure, it would be great. We should have done it since Resolution 18 was issued in 2017.
Now the Central Committee and the Politburo have decided that this is in line with the development trend and the current cadres, the wishes of party members and the people. The people only want the country to develop better, not too heavily. The current apparatus is too cumbersome, with too many intermediaries. For example, for decades now, Laos has not had a district level, but the province has directed directly to the commune. They are still doing well while we still have an intermediary level at the district level, which becomes an obstacle and causes delays.

In Conclusion 127, the Politburo and the Secretariat assigned the Government Party Committee to preside over and coordinate with the Central Organizing Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations and relevant agencies to direct the research, develop a project and submit to the Politburo on merging a number of provincial-level administrative units, not organizing at the district level, and continuing to merge commune-level administrative units. In addition, the Politburo and the Secretariat requested the implementation of the task of reviewing, amending and supplementing the Party's regulations, the Constitution and the State's laws.
