Dong Nai received more than 500 people complaining about Viva City project

On the afternoon of August 3, at Dong Nai Provincial Square Hall, Mr. Vo Van Phi, Vice Chairman of Dong Nai Provincial People's Committee, chaired a meeting with 520 citizens who had feedback and recommendations related to the Giang Dien Service Residential Area project (Area A - Viva City project, located in Trang Bom District, Dong Nai) invested by LDG Investment Joint Stock Company (abbreviated as LDG Company).

At the meeting, a representative of Dong Nai Department of Natural Resources and Environment said that the Viva City project has a scale of 94 hectares (land agreed by the investor to buy from the people), and was approved by the Provincial People's Committee in 2016. According to the plan, the project has a total of 3,200 land lots.

Viva City Project

To date, the Department of Natural Resources and Environment has issued 1,658 red books for nearly 19 hectares of land. LDG Company is completing procedures to request ownership of the remaining area. Dong Nai Department of Natural Resources and Environment also said that LDG Company mortgaged 894 red books, then released 298 red books; currently, 596 red books are still mortgaged.

According to the Department of Natural Resources and Environment, the Viva City project is not eligible for land use rights transfer because the technical and social infrastructure have not been completed. Specifically, the technical infrastructure of phase 1 has been completed but phase 2 is only 70% complete; medical facilities, kindergartens, and secondary schools have not been built. Currently, this project has expired.

Presenting their opinions to the leaders of Dong Nai Province People's Committee, the people said that the Viva City project was established more than 10 years ago, most of the land buyers have paid 95% of the contract value but the red book is still in the company's name. Meanwhile, the company mortgaged the book to the bank. The people are also not allowed to build houses, they have to rent.

People hope that LDG Company will soon complete the technical and social infrastructure at the Viva City project; release all land use right certificates for handover to buyers. At the same time, they recommend that Dong Nai authorities promptly handle legal issues related to the project; supervise and urge the investor to fulfill its commitments.

Present at the meeting, Mr. Nguyen Khanh Hung, Chairman of the Board of Directors of LDG Company, committed to completing the release of all red books by December 2023. The company also strives to complete the infrastructure to meet the transfer conditions at the Viva City project, thereby transferring the red books to the people. Mr. Hung hopes that everyone will share the difficulties with the investor.

Mr. Vo Van Phi, Vice Chairman of Dong Nai Provincial People's Committee, delivered a concluding speech.

Speaking at the meeting, Mr. Vo Van Phi, Vice Chairman of Dong Nai Provincial People's Committee, requested departments and branches to review the legality of the project; inspect and urge investors to build technical infrastructure and social infrastructure; grasp the thoughts and aspirations of the people, and prevent crowds from gathering, causing insecurity and disorder.

For LDG Company, the Vice Chairman of Dong Nai Provincial People's Committee requested to make a deposit to ensure project implementation. After the deposit is completed, Dong Nai will consider and approve the extension of the project implementation progress. At the same time, LDG Company is required to commit to customers; be responsible for receiving and working with customers, and not to let crowds arise or cause complaints related to the Viva City project.

LDG Company is also the investor of Tan Thinh Residential Area project (Trang Bom District) with an area of ​​18.22 hectares. The project has a population of about 3,000 people, is a newly built residential area, including 3-4 storey townhouses with gardens, 2-3 storey villas, 7-9 storey apartments with amenities such as medical stations, commercial service areas, public works, etc.

From 2018 to 2020, although the procedures for land allocation, land lease, permission to change land use purposes and construction permits have not been completed, the investor has illegally built 680 houses along with traffic infrastructure, parks, etc. LDG Investment Joint Stock Company has also signed house purchase and sale contracts with 60 customers with a total value of more than 132 billion VND.

At the end of 2022, the Central Steering Committee on Anti-Corruption and Negativity put this project under surveillance. In March 2023, the People's Committee of Dong Nai province announced the inspection conclusion, pointing out more than 20 individuals and 13 organizations involved in violations. To date, the Investigation Police Agency of Dong Nai province has initiated a case of "abusing position and power while performing official duties" for investigation.
