On the morning of December 28, the Government Inspectorate held a national online conference to review inspection work in 2024 and deploy tasks for 2025. Comrade Nguyen Hoa Binh, Politburo member, Permanent Deputy Prime Minister attended and directed the conference.

Attending the conference at the Thanh Hoa Provincial People's Committee Headquarters were comrade Nguyen Van Thi, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and representatives of leaders of departments, branches and functional units.

Following closely the direction of the inspection program and the direction of the Steering Committee for Anti-Corruption and Negativity (TNTC) at all levels, the Government and the Prime Minister, in 2024, the entire inspection sector carried out 6,673 administrative inspections and 118,983 specialized inspections and checks.

Through the inspection, management has been rectified, mechanisms and legal policies have been improved in many areas; economic violations of 157,585 billion VND and 245 hectares of land have been discovered; of which 85,403 billion VND and 41 hectares of land have been proposed to be recovered; 72,183 billion VND and 204 hectares of land have been excluded from the final settlement value due to non-compliance with regulations and competent authorities have been requested to consider and handle 105,108 decisions on administrative sanctions for organizations and individuals with a total amount of 4,150 billion VND; 2,360 collectives and 9,017 individuals have been recommended for consideration and handling; 269 cases and 173 subjects have been transferred to the investigation agency for consideration and handling.

After the inspection, the entire industry urged and inspected the implementation of 6,771 conclusions and decisions on handling the inspection. Through urging, the authorities recovered 6,050 billion VND, reaching a rate of 45.3%, 77 hectares of land; administratively handled 2,965 organizations, 11,109 individuals; transferred 108 cases, 106 subjects to the investigation agency; prosecuted 21 cases, 29 subjects; issued new, amended, supplemented, and abolished 399 documents on mechanisms, policies, and laws according to recommendations in the inspection conclusions, reaching a rate of 70.1%.

In the work of receiving citizens and resolving complaints and denunciations, State administrative agencies at all levels have resolved 25,823/30,238 complaints and denunciations under their authority, reaching a rate of 85.4%. Through the resolution of complaints and denunciations, it has recommended recovering 33.9 billion VND and 19.1 hectares of land for the State; returning 106.5 billion VND and 1.5 hectares of land to organizations and individuals; restoring and ensuring the rights of 26 organizations and 2,235 individuals; recommending handling 543 people; transferring 17 cases and 21 subjects to the investigation agency for consideration and handling.

Regarding the work of preventing and combating corruption, we have focused on synchronously and effectively implementing tasks under the direction of the Central Government, the Government and the Prime Minister; especially implementing the National Strategy for Preventing and Combating Corruption to 2030. During the year, the whole sector discovered 61 cases and 107 people with corrupt behavior.

Discussing at the conference, delegates analyzed and clarified the results achieved in all aspects of work; at the same time, shared experiences, pointed out the existing problems and limitations that need to be promptly overcome related to the work of receiving citizens, handling complaints and denunciations; activities to prevent and combat corruption; and removing difficulties and obstacles related to land projects in inspection conclusions...

Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Nguyen Van Thi said: The number of petitions and complaints in Thanh Hoa province in 2024 tended to decrease in number of petitions and the number of large groups compared to the same period last year. During the year, the province resolved 1,023/1,120 complaints, reaching 91%, while 97 cases are under verification and settlement according to regulations. Through complaint settlement, the rights of individuals were resolved with an amount of VND 1,360 million and 755 square meters of land. Also during the year, the province resolved 79/102 denunciation cases, reaching 77%, while 23 cases are under settlement. Through denunciation settlement, VND 139.4 million was recovered for the State.

The Standing Vice Chairman of the Provincial People's Committee shared some lessons learned and solutions that Thanh Hoa province has been focusing on implementing to improve the quality and effectiveness of citizen reception, complaint and denunciation settlement, and prevent the formation of "hot spots" such as: Strengthening dissemination, propaganda and education to raise legal awareness of citizen reception, complaint and denunciation settlement for the people; enhancing the role and responsibility of heads of State administrative agencies in receiving citizens periodically and suddenly; strengthening inspection, examination and supervision in areas prone to complaints and lawsuits such as land, social policies, organization, personnel, financial and budget management, etc.; regularly reviewing complicated and pending complaints and denunciations, thereby having a plan to resolve them in accordance with the provisions of law, preventing them from becoming "hot spots" in terms of security and order, etc.

Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi also proposed to the Government and central ministries and branches many issues related to regulations and sanctions for citizens violating regulations and rules at places of citizen reception; preferential treatment policies for cadres and civil servants in charge of receiving citizens, advising on resolving complaints and denunciations; promoting the implementation of online citizen reception to reduce the burden of direct citizen reception activities...

Speaking at the conference, Permanent Deputy Prime Minister Nguyen Hoa Binh acknowledged and highly appreciated the results achieved by the Government Inspectorate and the Inspection sector in 2024.

Regarding the tasks in 2025, the Deputy Prime Minister basically agreed with the groups of tasks set out in the report such as: Continuing to focus on effectively implementing the resolutions and directions of the Government and the Prime Minister related to inspection activities. Proactively innovating in organizing, developing and implementing inspection plans in a focused and key direction.

Strengthening publicity and transparency in inspection activities; improving discipline, administrative discipline, and public ethics in inspection activities, especially strictly implementing Regulation No. 131-QD/TW dated October 27, 2023 of the Politburo on controlling power, preventing and combating corruption and negativity in inspection, supervision, and enforcement of party discipline and in inspection and auditing activities; Directive No. 26/CT-TTg dated October 20, 2023 of the Prime Minister on rectifying and strengthening inspection, examination, and supervision of public service activities.

Continue to effectively implement the Law on Citizen Reception, the Law on Complaints, the Law on Denunciations, directives and resolutions of the Central Committee, the National Assembly, and directions of the Government and the Prime Minister on this work.

Synchronously implement policies and laws on corruption prevention and control, especially the Law on Corruption Prevention and Control, conclusions and directives of the Politburo and the Secretariat on corruption prevention and control, and the National Strategy on corruption prevention and control to 2030.

To realize the identified solutions, Deputy Prime Minister Nguyen Hoa Binh requested the Government Inspectorate and the Inspection sector to continue to innovate their thinking, clearly define the assigned functions and tasks so that inspection and examination must serve well the goal of perfecting mechanisms and policies; serve and effectively support the goal of socio-economic development; inspection must serve the direction and administration of the Government, the Party and the State as well as contribute to the evaluation of cadres, helping the Party have a more correct view of the cadre team.

The Deputy Prime Minister requested that assigned fields and tasks must be carried out synchronously and effectively; especially, it is necessary to review and overcome the shortcomings and limitations that have been identified and pointed out.

Regarding the work of preventing and combating corruption and waste, Deputy Prime Minister Nguyen Hoa Binh requested the Government Inspectorate and inspectors of ministries, branches and localities to step up information and propaganda work so that each citizen, each cadre, civil servant and public employee can clearly identify what waste is, thereby actively participating and improving the effectiveness of preventing and combating corruption and waste...
