Recently, on March 2, the Chairman of Yen Bai Provincial People's Committee issued Document No. 760/UBND-XD on temporarily suspending the implementation of works and projects to reorganize the district-level apparatus in Yen Bai province.

Accordingly, the Chairman of the People's Committee of Yen Bai province requested districts, cities and towns to temporarily suspend the implementation and construction of new construction projects, repair, renovation and upgrading of working headquarters to review and propose handling measures for each specific case.

On March 5, according to VietNamNet reporters , at the construction and procurement project area, equipment installation, renovation and upgrading of the Yen Bai City People's Council - People's Committee headquarters, workers, equipment and machinery were still busy working. The construction site area was surrounded by corrugated iron and the items were entering the completion stage.

According to the reporter's investigation, the above project has a total investment of nearly 11 billion VND and will be implemented in 240 days. The project started in September 2024 and is expected to be completed in May 2025. The unit implementing the above construction package is Dai An Construction and Trading Investment Joint Stock Company.

Mr. Nguyen Ngoc Truc, Chairman of Yen Bai City People's Committee, admitted that there was a situation where the project was still under construction after the temporary suspension order from the Chairman of the Provincial People's Committee. At the same time, Mr. Truc affirmed that he would request the immediate suspension of construction according to the instructions from the superiors.

According to Mr. Truc, the city will report and ask for direction from the province because currently, the project has completed 90% of the construction volume and the city still needs a headquarters to work.

Ms. Nguyen Thi Trang Nhung, Director of the Department of Finance of Yen Bai province, said that the province will have a flexible handling orientation in each specific case, especially for projects that are about to be completed. If left unfinished, it will be a waste, affecting both the contractor and the mobilized forces.

According to Ms. Nhung, currently, localities are sending project review reports to the Department of Finance, after which the Department will synthesize to know the situation.

On the afternoon of March 6, a leader of the Yen Bai Provincial People's Committee informed VietNamNet that the Provincial People's Committee had grasped the content of the newspaper's reflection. According to the leader of Yen Bai Province, for the projects that have been constructed and are nearly completed as above, there is still a flexible mechanism for investors and contractors to complete the project to avoid causing damage to all parties.
