According to a summary report from localities, the situation of complaints and denunciations related to land, environment, resource exploitation and construction in some localities continues to be complicated.

The Government's report shows that in 2024, administrative agencies processed 471,229/480,233 received petitions, reaching 98.1%; 384,135 petitions were eligible for processing. People's Courts at all levels processed 165/165 petitions, with 77 complaints and denunciations under their jurisdiction. People's Procuracies at all levels processed 105/117 petitions, with 6 denunciations under their jurisdiction.

In particular, the results of handling complaints and denunciations show that administrative agencies have handled 27,147 complaints and denunciations within their jurisdiction, reaching 81.4%. People's Courts at all levels have handled 73/77 complaints and denunciations within their jurisdiction. People's Procuracies at all levels have handled 6/6 complaints and denunciations within their jurisdiction.

Regarding the results of inspection, review and settlement of complicated, pending and prolonged complaints and denunciations, according to the Government Inspector General Doan Hong Phong, the Government Inspectorate has issued a plan to urge and inspect localities in reviewing and settling 1,003 complicated, pending and prolonged complaints and denunciations. As a result, 806/1,003 cases (80.4%) have been inspected and reviewed, while 197 cases (19.6%) of localities have not yet had the results of inspection and review. Regarding complaints and denunciations transferred by agencies of the National Assembly, National Assembly Delegations and National Assembly Deputies, administrative agencies have reviewed and settled 448/637 cases (70.3%).

In 2025, the Government determined that the Chairman of the Provincial People's Committee shall direct and grasp the situation of complaints and denunciations in the locality, promptly resolve newly arising complaints and denunciations right at the grassroots level. Strictly implement decisions and conclusions on handling complaints and denunciations that have come into legal effect; review and thoroughly resolve outstanding, complicated, and prolonged complaints and denunciations.

According to the assessment of the National Assembly's Committee on Law, in 2024, state administrative agencies at all levels resolved 80% of complaints within their authority, falling short of the Government's target of 85%. In fact, in localities, the resolution rate was only 77.3%, showing that more efforts are needed to meet the goal of "timely, thoroughly, and legally resolving newly arising complaints and denunciations right at the grassroots level".

Regarding the results of handling denunciations, according to Mr. Hoang Thanh Tung - Chairman of the National Assembly's Law Committee, the number of denunciations increased by 39.1% and the number of denunciations under its jurisdiction increased by 12.4%, showing that the operation of the public administrative apparatus still has many shortcomings, and people still lack confidence in the objectivity, impartiality, and handling capacity of a number of civil servants and competent persons in handling the work of people and businesses. Therefore, it is recommended that the Government carefully assess this limitation to find more effective solutions.

The report of the Petition Committee of the National Assembly Standing Committee also showed that in October and November 2024, especially during the 8th Session, the situation of citizens making complaints, denunciations, petitions and reflections tended to increase compared to September 2024, the number of people following complaints from localities to Hanoi increased, 307 more people than before the 8th Session. Among them were many large groups of people from some localities such as: Hai Phong, Nghe An, Kien Giang, An Giang, Tien Giang, Thai Binh, Bac Giang, Vinh Phuc, Thanh Hoa.

The Petition Committee stated: According to the summary report from localities, during the reporting period, the situation of complaints and denunciations related to land, environment, resource exploitation and construction in some localities continued to be complicated. Of which, 13 cases with signs of complicated security and order issues emerged that needed to be reviewed and resolved by competent authorities right at the local level, in order to limit the prolonged complaints of citizens, going beyond the central level.

Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that during the digital transformation process, the Petition Committee needs to closely monitor the results of receiving, reflecting, processing and resolving complaints, petitions and denunciations from agencies, including the National Assembly. Accordingly, the National Assembly delegations should urge and supervise the final settlement of complaints and denunciations through the role of the National Assembly delegation. If we only forward the petitions and then remind them, it will still be the same and the effectiveness will not be high.

Citing a local story when she was the Secretary of the Ninh Binh Provincial Party Committee, Ms. Thanh said: "There was a case that lasted for 22 years, but the Ninh Binh Provincial National Assembly Delegation and the Inspectorate got involved and basically resolved the case" - Ms. Thanh said and believed that it is necessary to work carefully, closely, and urge, not only to monitor the transfer of petitions but also to monitor the settlement of petitions and evaluate the results of agencies, including the National Assembly bloc in localities.

Regarding the settlement of complaints and denunciations in 2024 and the direction in 2025, National Assembly Deputy Mai Van Hai (Thanh Hoa Delegation) said that it is necessary to focus on resolving petitions right at the grassroots level to resolve them thoroughly, limiting petitions that go beyond the level. In particular, the settlement of complaints and denunciations must be truly fair and objective, the responsibility for violations of collectives and individuals must be considered and handled promptly and strictly, if all cases are considered and resolved promptly, the situation will be stable, and the people will have confidence in the Party and the government.
