Dong Cam strives to achieve dual goals

In 2021, after reaching the advanced new rural area goal, Dong Cam commune continues to focus on building a type V urban area, striving to reach the goal in 2025 according to the Resolution of the Party Congress of Kim Thanh district and Dong Cam commune for the period 2020-2025. In 2024, the commune was also assigned by Kim Thanh district to complete the construction of a model new rural area.

To achieve the above dual goals, the Party Committee and People's Council of Dong Cam commune have issued a resolution, the People's Committee of the commune has developed a plan to build a type V urban area associated with a model new rural area; reviewed and evaluated each criterion; assigned specific tasks to each officer in charge. Each officer is responsible for developing a plan, time, and progress of implementing each criterion according to the assigned field. Dong Cam commune also assigned associations and unions to propagate and mobilize people to support.

Through the assessment of the model new rural criteria, the commune has basically ensured. As for the planning and education criteria, which are still lacking, the commune has closely coordinated with the district's professional agencies to implement the planning according to the district's regional planning orientation. Up to now, the work of establishing a general planning for new rural construction in Dong Cam commune for the period 2023 - 2030, with a vision to 2035, has basically been completed. Regarding the education criteria, the locality has invested more than 2.5 billion VND to build an outdoor playground for children at Dong Cam Kindergarten. The project is expected to be completed in August 2024 and will meet the school's level 2 standards.

In the construction of a type V urban area, Dong Cam commune identified a number of criteria that were lacking, such as wholesale markets, the ratio of traffic land to urban land, urban green land, etc. With these criteria, the commune has closely coordinated with specialized agencies of Kim Thanh district, speeding up the progress of land use planning; arranging green areas and parks. At the same time, focusing on infrastructure investment, accelerating the urbanization process. The commune invested over 10 billion VND to upgrade 2 martyrs' cemeteries; renovate, replace, and install high-pressure lighting systems on main traffic routes; renovate and improve the traffic infrastructure of villages and hamlets, drainage systems, and build clean and beautiful environmental landscapes.

Chairman of Dong Cam Commune People's Committee Dong Minh Hien said: "At the same time, implementing two goals, the locality faces many difficulties due to large funding sources. However, with the determination to complete the model new rural commune in 2024, achieving type V urban area in 2025, in addition to support from higher levels, the commune will take steps to allocate more than 2,500 m2 of surplus land with land use fees to 48 households in the commune to have more funding sources".

In building a new model rural area, Dong Cam commune has chosen culture as an outstanding field to build. Currently, 100% of the villages in the commune have achieved the title of cultural village. Each village has 3-5 cultural, artistic and sports clubs operating regularly. 100% of the cultural houses in the villages are equipped with free wifi, solar lighting systems, outdoor sports and exercise equipment... Every year, the traditional festival of Dong communal house is held on a large scale with many attractive folk games such as human chess, cockfighting, duck catching. Last April, Dong Xa Nam village was selected by the Department of Culture, Sports and Tourism to be a model of "Civilized behavior in public places in Hai Duong province".

In addition to focusing on implementing the missing criteria in building a model new rural area, Dong Cam commune also focuses on improving the quality of the achieved criteria to meet production and people's living requirements. Agricultural products that have achieved OCOP certification such as jicama and guava continue to be oriented by the commune to be produced according to VietGap standards; trade and service activities have developed stably. Thanks to that, people's income has increased, reaching 75.6 million VND/person (in 2023), an increase of nearly 20 million VND compared to the end of 2020.

In May 2024, Kim Thanh district evaluated and scored Dong Cam commune for urban type V. The evaluation results showed that the locality has basically completed the criteria for urban type V. Mr. Nguyen Phuc Cong, Head of the Economic Infrastructure Department of Kim Thanh district, said that up to now, the district has completed the planning of land funds for urban development in Dong Cam such as land for construction of funeral homes, stadiums, squares, green parks; planning of Dong Cam residential area with an area of 44 hectares (to date, the detailed planning has been completed); construction of Dong Cam wholesale market (currently, there is an investment policy decision). 100% of the main roads in the commune and village are paved with asphalt, expanding in the direction of urban development. “Up to this point, the criteria for building a type V urban area in Dong Cam commune have been basically completed. In the coming time, Kim Thanh district will establish a type V urban planning for Dong Cam commune, develop a classification program and a Dong Cam urban upgrading project to submit to the relevant authorities for appraisal and approval,” said Mr. Nguyen Phuc Cong.

Dong Cam radish products are now OCCOP certified.

According to Mr. Dong Minh Hien, Chairman of Dong Cam Commune People's Committee, the completion of the construction of a model new rural area and the construction of Dong Cam commune into a type V urban area will contribute to promoting local socio-economic development. Currently, the commune has basically completed the criteria for a model new rural area as well as a type V urban area. The dual goals of the locality in 2024 and 2025 will certainly be completed. This is a great motivation for the Party Committee, government and people of Dong Cam commune to continue to strive and successfully achieve higher goals in socio-economic development.
