Delegates will focus on the role of parliaments/congresses in promoting innovation and entrepreneurship as drivers of inclusive and sustainable development, said Wilson Soto Palacios. The session will discuss development trends, such as the rise of Artificial Intelligence (AI), and how to promote youth-led initiatives.
Delegates delivering keynote speeches at the discussion included: Mr. Denis Naughten, Member of Parliament of Ireland and Chairman of the IPU Committee on Science and Technology; Mr. Nguyen Thanh Trung, Founder and CEO of Sky Mavis; Ms. Tingyu Yuan, Manager at HICOOL; Mr. Beniam Gebrezghi, Civil Society and Youth Specialist, Governance and Peacebuilding Group at the United Nations Development Programme (UNDP).
The presentations of delegates included many ideas and opinions on innovation and startups. The conference then discussed how parliaments have promoted this field. The parties shared their experiences in building funds to solve the problem of access to capital, expanding sharing to increase access to technology, and expanding opportunities. In addition, through practical experience, the advice for parliamentarians is to interact more with young businesses to better understand the startup ecosystem and thereby better meet practical development needs...
According to a representative from UNDP, to facilitate start-up businesses, there needs to be an ecosystem with all aspects, special support in finance, human resources, technology, market, etc. to converge all the advantages, so that countries can coordinate and go further together, achieving good results.
On the Vietnamese side, delegate Nguyen Thanh Trung, Founder and CEO of Sky Mavis, said that Vietnam has a dynamic ecosystem, but there is still much room for improvement. This delegate affirmed that investing in startups and innovation is investing in the future.
Vietnamese delegate Pham Trong Nghia emphasized that innovation and startups play a very important role in the current context, being a new driving force for sustainable growth and development.
The development of innovation and startups in Vietnam started strongly in 2016. The Vietnamese National Assembly issued new, amended and supplemented many laws such as: Law on Technology Transfer, Law on Supporting Small and Medium Enterprises, Investment Law, Intellectual Property Law... The Prime Minister issued the Project "Supporting the National Innovation and Startup Ecosystem to 2025". That clearly shows the policy and guidelines to encourage innovation, startups, attract and effectively use investment resources for science, technology and innovation.

For the innovative startup ecosystem in the field of agricultural technology and food technology in Vietnam, it is also following the world trend, with many innovative solutions and businesses, especially in exploiting local resources, increasing the value of agricultural products, and creating new products and services.
As young parliamentarians representing legislative bodies around the world, working together to promote startups and innovation on a global scale, delegate Pham Trong Nghia made a number of proposals.
Firstly, with the role of the National Assembly, it is necessary to continue to build and perfect the legal system, create a favorable legal framework for innovation, transfer, application and development of science and technology; support models of innovation, creativity and startups (sandbox); especially, it is necessary to respect, encourage and convey companion thinking, support the subjects of innovation and startups in building and implementing policies and laws.
IPU members are requested to consider establishing a global network of young parliamentarians on innovation to work with governments to improve the legal framework to better support sustainable development through innovation.
Second, develop initiatives, activities, and organizations with the capacity to connect and support innovation and start-up activities in many countries, encourage and support projects and businesses practicing innovation and start-up. From there, create a good training and practice environment for future human resources in science, technology, and innovation for the goal of sustainable development.
Third, the center of innovation and entrepreneurship must be identified as people, the young generation. Policies need to aim to promote and encourage entrepreneurship and innovation activities among young people and students.
Delegates also shared experiences on youth empowerment mechanisms, encouraging youth to contribute to society through innovation, startups, and information technology, while emphasizing the role of youth and gender equality.
To stay at the forefront in such a harsh environment, countries need to promote research in all business sectors and establish business networks to support new technological initiatives, said Denis Naughten, Chairman of the IPU Science and Technology Committee, an Irish MP.
According to the program, tomorrow (September 16) there will be a thematic discussion session number 3 on "Promoting respect for cultural diversity for sustainable development".
