The National Assembly Standing Committee opened the 43rd session, reviewing 13 important contents.

Kinhtedothi- On the morning of March 10, National Assembly Chairman Tran Thanh Man chaired the opening of the 43rd session of the National Assembly Standing Committee. The session is scheduled to last 2.5 working days (from March 10, 11 and the afternoon of March 14), the National Assembly Standing Committee will consider and give opinions on 13 important contents.


Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man said that the National Assembly Standing Committee opened its 43rd regular session, the first session held after the National Assembly and the National Assembly Standing Committee arranged the organizational work at the Ethnic Council and the National Assembly Committees.

Along with the personnel consolidation and organizational stabilization immediately after the laws and resolutions were passed by the National Assembly at the 9th Extraordinary Session, the agencies have focused highly and proactively organized and implemented work according to the plan to ensure smoothness and continuity. The Government has coordinated with the National Assembly Standing Committee to implement 4 Laws amended and passed by the 9th Extraordinary Session, along with 11 important Resolutions related to organizational work and socio-economic issues.

According to the National Assembly Chairman, getting to work immediately after rearranging the National Assembly and Government apparatus has created conditions for people and businesses to access administrative procedures and handle work under the new apparatus.

According to the program, the 43rd session is expected to take place over 2.5 days (March 10, 11 and afternoon of March 14). In particular, the National Assembly Standing Committee will give opinions on the explanation and acceptance of revisions to 3 draft laws before submitting them for comments at the Conference of full-time National Assembly deputies (if necessary) and submitting them to the National Assembly for approval at the upcoming 9th session, including: draft Law on Special Consumption Tax (amended); draft Law on Corporate Income Tax (amended); draft Law on Management and Investment of State Capital in Enterprises.

The National Assembly Chairman emphasized: “In the context that we are determined to strive to achieve the growth target of 8% or more in 2025, successfully implementing the 5-year Socio-Economic Development Plan 2021-2025, the provisions in these draft laws are extremely important, and can become a lever, creating momentum for our country's economy to soon achieve the set goals."

The National Assembly Chairman also said that the Government is actively implementing the National Assembly's Resolutions, especially Resolution No. 193/2025/QH15 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation. General Secretary To Lam also chaired the 2nd meeting of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation, implementing many tasks related to the fields of science, technology, innovation and digital transformation. Recently, General Secretary To Lam also chaired a meeting with the Central Policy and Strategy Committee on solutions for private economic development. "The Party and State have recently paid attention to the private economy, issued many resolutions, and the Government and the National Assembly also have many solutions to direct implementation. In the coming time, we must pay more attention. "If we want double-digit growth in the 2026-2031 period, the private economy must be given attention, as the private economy contributes nearly 50% of GDP," the National Assembly Chairman emphasized.

At the meeting, the National Assembly Standing Committee will discuss and give opinions on 5 draft laws that will be submitted to the National Assembly for initial comments at the upcoming 9th Session, including: Law amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Railways (amended); Law on Personal Data Protection; Law on State of Emergency; Law on Participation in United Nations Peacekeeping Forces. At the same time, it will give opinions on the reduction of land rent in 2024 and the issuance of a Government Decree regulating the reduction of land rent in 2024; consider the draft Resolution of the National Assembly Standing Committee explaining the regulations on the standards of "clean and strong party and mass organizations" in the Law on Emulation and Commendation. At the same time, it will consider the National Assembly's Report on People's Aspirations in February 2025 as usual.

The National Assembly Standing Committee will also summarize the 9th Extraordinary Session of the 15th National Assembly according to the provisions of Article 12 of the National Assembly Session Regulations.

The National Assembly Chairman emphasized that in the coming time, the workload of the agencies in the National Assembly bloc is very large, with higher requirements and greater responsibilities. Especially the new tasks related to reviewing, researching and amending the 2013 Constitution and related laws according to Conclusion No. 126-KL/TW and Conclusion No. 127-KL/TW of the Politburo and the Secretariat.

In addition, the volume of legislative tasks and regular work is also very large (counting only the projects already included in the 2025 law-making program, there are 11 passed laws and 16 laws for comments; not including the laws that need to be amended according to Conclusion 127 and other laws and resolutions that the Government plans to propose to add).

The National Assembly Chairman also said that in April 2025, the National Assembly Standing Committee may hold more sessions to carry out tasks related to the arrangement of the commune-level administrative apparatus and streamlining the apparatus, which is in accordance with the spirit of Conclusion 127-KL/TW of the Politburo and the Secretariat. Many contents were requested by the Politburo and the Secretariat to be completed before June 30, 2025, and it is expected that the 9th Session may need to open earlier than usual. Accordingly, the contents submitted to the National Assembly at the Session must basically be considered by the National Assembly Standing Committee in April.

Immediately after the opening speech of the National Assembly Chairman, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality.
