Proposal to clearly define the responsibilities of organizations and households in fire prevention

Kinhtedothi - Continuing the working program, on the morning of November 1, at the 8th session, National Assembly delegates discussed a number of contents with different opinions of the Draft Law on Fire Prevention, Fire Fighting and Rescue (PCCC and CNCH).

The head is responsible when a fire occurs.

Participating in the discussion, delegate Do Ngoc Thinh (National Assembly Delegation of Khanh Hoa Province) expressed his agreement with the content of the report explaining, accepting and revising the draft Law on Fire Prevention and Fighting and Rescue. The draft Law submitted to the National Assembly has fully accepted the opinions of the National Assembly delegates, however, based on reality, in fire prevention and fighting, fire prevention plays a particularly important role. Therefore, the draft Law needs to clearly stipulate the responsibilities of the heads of agencies, organizations and households in fire prevention, directly in the design and use of electricity in agencies, organizations and households.

According to delegate Do Ngoc Thinh, Article 7 of the draft Law stipulates the responsibilities of agencies, organizations, households, and individuals in fire prevention and fighting and search and rescue activities. However, this article does not clearly state the responsibilities of the heads of agencies, organizations, and households. The delegate proposed to add to Clause 3 of this article the content: the heads of agencies, organizations, and households must bear the main responsibility for fire prevention, in case of fire occurring at their agencies, organizations, or households.

Articles 49 and 50 of the Draft Law mention the financial source to ensure fire prevention and fighting and rescue mainly from the State budget. Delegate Do Ngoc Thinh said that it is necessary to further enhance the responsibility of agencies, organizations, householders and individuals. Accordingly, these entities in fire prevention and fighting relations should bear part of the cost for fire fighting. After completing the fire fighting work, agencies, organizations, householders and individuals need to bear part of the cost according to a certain ratio.

Delegate Nguyen Minh Tam (National Assembly Delegation of Quang Binh Province) said that there is no consistency between the provisions in Article 7 and Article 22 of the Draft Law, and it is not clear in which cases the facility only needs to assign people to perform fire prevention and fighting and search and rescue tasks without having to establish a Fire Prevention and Fighting and Search and Rescue Team and a specialized Fire Prevention and Fighting and Search and Rescue Team. Therefore, the drafting agency needs to review and revise these provisions to ensure consistency...

Speaking at the meeting hall, delegate Vu Hong Luyen (National Assembly Delegation of Hung Yen province) proposed to add fire prevention regulations for high-rise apartments, because many high-rise apartments have been used for a long time, the infrastructure is degraded and prone to fire and explosion...

Delegate Vu Hong Luyen said that it is necessary to have regulations on the traffic system leading to high-rise apartment buildings to ensure that specialized fire prevention and rescue vehicles can at least access it when a fire or explosion occurs to minimize damage to people and property.

Sharing this concern, delegate Nguyen Lam Thanh (National Assembly Delegation of Thai Nguyen Province) reflected on the fact that recently there have been many fires related to the group of causes of electrical short circuits and welding; to karaoke bars and dance clubs. Therefore, these contents related to these groups need to be closely reviewed to ensure prevention of fire prevention work.

Fire prevention and fighting work from Article 15 to Article 20 of the Draft Law is quite complete, however, fires often occur in houses in small alleys and high-rise apartments, with current fire fighting equipment it is very difficult to access to put out fires. Therefore, delegate Lam Thanh said that it is necessary to study more carefully the source of water for fire fighting.

"Apartment buildings should arrange a water tank or a system of water taps, pipes, spray nozzles, etc. to handle fire incidents. At the same time, it is necessary to exploit water sources from existing households, arrange additional backup water taps and spray nozzles to handle fire incidents promptly" - delegate Lam Thanh proposed.

Need to equip fire escape skills

In order to protect oneself and others, reduce casualties, and coordinate well with rescue forces when fires and explosions occur, delegate Vu Hong Luyen suggested that the drafting agency study and supplement more detailed and specific regulations on escape skills.

Accordingly, the responsibilities of the subjects trained and fostered in fire prevention and fighting and search and rescue as prescribed in Clause 1, Article 45 of the Draft Law are supplemented in training, fostering, and regular training for the grassroots level, hamlets, villages, residential groups, and households.

"This is to ensure that escape skills do not stop at equipping people with theory and knowledge, but must become a natural reflex of every citizen when any fire or explosion, big or small, occurs," emphasized delegate Vu Hong Luyen.
