Prioritize the implementation of social housing projects according to the "green lane"

Accordingly, the City People's Committee directs as follows: assigning the City's departments, branches, and sectors and the People's Committees of districts, towns, and cities, based on their assigned functions and tasks, to study and implement the Prime Minister's instructions in Notice No. 120/TB-VPCP dated March 18, 2025 of the Government Office mentioned above, identifying social housing development as an important task of the political system.

At the same time, enhance responsibility, innovation and creativity in the way of handling work, apply the one-stop mechanism, carry out parallel processing of records or integrate procedures, prioritize settlement according to the "green lane" (according to the direction of the Chairman of the City People's Committee in Document No. 991/UBND-TH dated March 19, 2025) to shorten at least 30% of the time to carry out administrative procedures on investment in social housing construction in the city.

Along with that, focus on directing and urging units and investors to speed up the progress of social housing investment projects in sync with investment in technical infrastructure and social infrastructure to meet the needs of workers and low-income people.

The City People's Committee assigned the Departments of Construction, Planning - Architecture, Finance, Agriculture and Environment; People's Committees of Dong Anh and Gia Lam districts to urgently implement tasks and solutions according to the conclusions and directions of the City People's Committee in Notice No. 148/TB-VP dated March 24, 2025 of the City People's Committee Office on concentrated social housing areas in the city.

The Department of Construction shall preside over and coordinate with the City's Departments and branches to review, update and adjust the Social Housing Development Plan for the 2021-2025 period and the 2026-2030 period, and annually adhere to the target assigned by the Prime Minister to complete 100,000 social housing units by 2030; Urgently complete draft documents on the implementation of Directive No. 34-CT/TW dated March 27, 2024 of the Secretariat, and implementation plans (according to the tasks assigned by the City People's Committee in the following Documents: No. 9270/VP-DT dated July 31, 2024, No. 10641/VP-DT dated August 29, 2024 of the City People's Committee Office).

Urgently implement the guidance and recommendations of the Ministry of Construction in Official Dispatch No. 767/BXD-QLN dated March 21, 2025 on implementing the targets for completing social housing by 2030; advise and draft the Document of the City People's Committee to send to the Ministry of Construction before March 30, 2025. Urge relevant City Departments, branches and investors/project owners to implement the guidance of the Ministry of Construction in Official Dispatch No. 721/BXD-QLN dated March 20, 2025.

In particular, for construction investment projects that have started, focus resources on implementation, determined to complete construction on/ahead of the approved schedule. For social housing investment projects that have been approved for investment but have not yet started construction, it is necessary to focus on prioritizing and resolving difficulties in the process of implementing investment and construction procedures to soon start construction in 2025 and the first months of 2026.

Review and publicize the list of land plots for social housing development that have no investors, coordinate with the Department of Finance to urge and promptly complete procedures to approve investment policies and select investors to implement the project according to regulations. Preside over and coordinate with the Management Board of High-Tech Parks and Industrial Parks of the City to contact and discuss with the City Labor Federation to review and agree on contents related to the development of workers' accommodation in the city; update the allocation of social housing targets to be completed by 2030 in the city assigned by the Prime Minister.

The Department of Planning and Architecture shall preside over and coordinate with the Department of Construction to continue reviewing and supplementing urban planning and industrial park planning, ensuring adequate land allocation for social housing development, including worker accommodation and housing for the people's armed forces; strictly implement regulations on allocating land for worker accommodation in industrial parks and 20% of residential land in commercial housing projects and urban areas for investment in social housing development in accordance with the law.

The Departments of Construction, Planning - Architecture, Finance, Agriculture and Environment, and People's Committees of districts, towns and cities where there are social housing investment projects shall strengthen supervision and promptly remove obstacles in the process of establishing and approving investment projects, site clearance, land allocation, etc., guide and simplify administrative procedures on construction investment to support and encourage investors of social housing projects that have started construction or have been allocated land but have not started construction or have had investment policies but have not been allocated land, etc., to focus resources and promptly deploy and complete construction investment projects.

The Department of Agriculture and Environment shall preside over and implement the direction and thoroughly handle difficulties to develop social housing; guide and promptly remove difficulties in site clearance at land areas for social housing construction.

The Department of Finance shall preside over and advise the City People's Committee to arrange the budget to prioritize and implement compensation, support, site clearance, etc. in advance to have clean land for social housing development; balance and arrange local budget capital to entrust the Bank for Social Policies to provide loans for purchasing and leasing social housing.

The City People's Committee requested the City Labor Federation to study and implement the development of social housing using trade union financial resources; direct relevant units to build, register needs, and plans for social housing development according to regulations, and send them to the Department of Construction (before April 15, 2025) for general synthesis...
