(NLDO) - Vice Chairwoman of the National Assembly Nguyen Thi Thanh suggested that attention should be paid to vocational skills training and job creation for workers who have to leave the public sector due to streamlining the apparatus.
On the afternoon of March 25, continuing the program of the 7th Conference of specialized National Assembly deputies, delegates discussed and gave opinions on the draft Law on Employment (amended).

Delegate Nguyen Thi Viet Nga (Hai Duong delegation) gave her opinion on the level and duration of unemployment benefits. Accordingly, the draft law stipulates that "unemployment insurance payment period of more than 144 months cannot be retained", meaning that employees will receive a maximum of 12 months of unemployment benefits.
Delegate Nguyen Thi Viet Nga agreed with the provisions in the draft law and said that the maximum period of 12 months for unemployment benefits as drafted is long enough for workers to have time to find a new job.
In addition, limiting the maximum period of unemployment benefits is also a motivation for workers to try to find a job during that time, avoiding dependence on the insurance regime, contributing to promoting people of working age to participate in the labor market.
Concluding the discussion session on the draft Law on Employment (amended), Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that the number of cadres, civil servants and public employees affected by the previous restructuring and streamlining of the apparatus was estimated at about 100,000 people.
However, the Vice Chairman of the National Assembly said that this number will certainly be higher when the provincial administrative units are reorganized, the district level is abolished and the commune level is continued.
"A number could be 100,000 multiplied by 2 or multiplied by n, and no agency has yet officially announced the number of people affected by the organizational restructuring," said Ms. Nguyen Thi Thanh.
Therefore, the Vice Chairman of the National Assembly suggested that the Ministry of Home Affairs take a deeper approach when finalizing the draft Law on Employment (amended), adding content related to vocational skills development in the new era, arranging common jobs for those related subjects, in which special attention should be paid to subjects who have to quit their jobs or leave the public sector after the restructuring of the apparatus from now until the following years.
According to Ms. Nguyen Thi Thanh, the upcoming reorganization is not just a 2-year, 3-year process but a 10-year process. But now we do not have data: "Among those who quit their jobs due to organizational reorganization in 2 years, how many in 5 years, how many in 10 years?".
This revised Employment Law also mentions employment for the elderly, but among those affected by the arrangement are many people who are not yet elderly (retirement age), with a number that could be more than 200 thousand people, many of whom are at the age of maturity in terms of experience.
Therefore, the Vice Chairman of the National Assembly noted and suggested paying attention to designing mechanisms and policies to support vocational retraining, and having preferential policies for businesses recruiting into enterprises or public service sectors that do not receive salaries from the state budget.
The Vice Chairman of the National Assembly suggested that after this conference, relevant agencies such as the agency in charge of appraisal, the agency in charge of drafting... "further strengthen policy mechanisms", revise and complete the draft Law dossier according to the correct procedures before submitting it to the National Assembly for consideration and approval at the upcoming 9th Session.
