Accordingly, the planning scope and boundary includes the entire natural area of ​​Hiep Hoa district, Bac Giang province. The planning area is approximately 20,599.65 hectares.

Building Hiep Hoa district into a type IV town before 2030

The planning objective is to specify the planning orientations and development strategies of the country, the Hanoi Capital region, the Northern midland and mountainous region, and the Bac Giang Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Building Hiep Hoa district into a type IV town before 2030 in the direction of a green, smart, modern and unique urban area, with breakthroughs to develop the district's economy sustainably; by 2045, it will become a type III urban area, with outstanding characteristics of a harmonious combination between tradition and modernity, with an attractive and distinctive image associated with environmental and landscape protection.

Step by step, Hiep Hoa urban area will be built to become one of the new industrial development centers of Bac Giang province and the Hanoi capital region, the driving force for socio-economic development in the western region of Bac Giang province.

Hiep Hoa focuses on industrial, agricultural, urban and service development.

Hiep Hoa urban area focuses on industrial, agricultural, urban and service development, focusing on two main development poles: the existing center (current Thang town area and surrounding areas) and the southern economic center (area for developing large-scale industrial parks, two logistic areas associated with Xuan Cam and Dong Lo - Tien Son ports).

The main spatial development direction of the city is along radial roads (DT 296, DT 288, DT 295, National Highway 37) and belt roads.

Urban development areas are arranged in clusters separated by agricultural space to form green "wedges" and surrounding agricultural belts; flooded lowlands are not built to serve as water reservoirs to respond to climate change and maintain agricultural products.

According to the orientation, by 2030, the inner city area will include 10 administrative units (Thang, Bac Ly, Hung Thai, Thuong Thang, Danh Thang, Luong Phong, Doan Bai, Huong Lam, Chau Minh, Mai Dinh). Area 10,745.94 ha, accounting for 52.17%.

By 2045, the inner city area will include 13 administrative units (Thang, Bac Ly, Hung Thai, Thuong Thang, Danh Thang, Luong Phong, Doan Bai, Huong Lam, Chau Minh, Mai Dinh and 3 additional administrative units: Dong Lo, Xuan Cam, Mai Trung). Area 14,333.52 ha, accounting for 69.58%.

The administrative - political center system is divided into 2 levels:

+ Urban administrative center: Maintain current location in the center of Thang town.

+ Commune-level administrative centers: Planning to build new administrative headquarters combined with police and military headquarters of the communes: Hoang Van, Ngoc Son, Hung Thai, Thuong Thang, Xuan Cam, Huong Lam, Doan Bai, Toan Thang, Mai Dinh; the remaining communes and towns will keep their headquarters at their current locations, with consideration to expanding the area to meet development needs.

Orientation of economic infrastructure development

Regarding industry : By 2030, 04 industrial parks and 14 industrial clusters have been basically formed as approved in the Bac Giang Provincial Planning. By 2045, Hoa Yen Industrial Park and Minh Chau - Bac Ly - Huong Lam Industrial Park will be expanded according to the vision to 2050 as determined in the Bac Giang Provincial Planning. The industries built in Hiep Hoa are multi-industry industries, prioritizing attracting new generation, modern, advanced, and environmentally friendly industries.

Agriculture - forestry - fishery : Maintain agricultural land, aquaculture areas, promote local specialty agricultural areas (Hoang Luong water celery and fish breeding areas, Thai Son golden sticky rice growing areas, Luong Phong, Ngoc Son, Danh Thang peanut growing areas). Convert and promote the development of high-tech agricultural production areas according to the land use planning for the period 2030, add a new high-tech agricultural area in the Northeast and the area converting the function of the non-implemented Automobile Testing Center into a high-tech agricultural production area.

Tourism: Developing cultural - historical, ecological and agricultural experience tourism and community tourism; building Y Son Mountain Cultural - Historical Tourism Park (Son Thinh commune); building Co Garden Urban - Service - Eco-tourism Area (Bac Ly town and Dong Lo commune); developing cultural tourism in ATK II area, system of pagodas, temples, stone tombs.
