In recent times, along with anti-corruption, the Party and State have paid special attention to anti-waste work. The Politburo has issued a Directive on strengthening the Party's leadership in practicing thrift and combating waste. The Central Steering Committee on Anti-Corruption and Negativity has been strengthened, supplemented with the function of anti-waste and renamed the Central Steering Committee on Anti-Corruption, Waste and Negativity. In December 2024, the Prime Minister signed a Decision to establish the Steering Committee on Anti-Waste, with Prime Minister Pham Minh Chinh as Head of the Committee.

The Government has also had many directives and drastic actions to remove difficulties and obstacles, and resolve bottlenecks that cause waste of economic resources. In particular, a Steering Committee has been established to review and remove difficulties and obstacles related to institutions and mechanisms; resolve bottlenecks that cause waste of economic resources, especially removing difficulties and obstacles related to projects, land, renewable energy, strengthening management, improving the efficiency of housing and land use in state-owned enterprises, etc.

It can be said that the work of preventing and combating waste has achieved important results, contributing to achieving and surpassing most of the socio-economic development goals and targets over the terms.

However, in reality, waste is still quite common in many different forms, causing many serious consequences for development, especially in areas such as financial management, credit, public assets, public investment, land, mineral resources, state capital management in enterprises, etc. At the first meeting of the Steering Committee for Waste Prevention and Control held on February 25, Prime Minister Pham Minh Chinh - Head of the Steering Committee, affirmed that the above limitations are one of the causes of the decline in human resources, financial resources, reduced production efficiency, increased cost burden, resource depletion, and widening the gap between rich and poor. Waste also causes a decline in people's trust in the Party and the State, creates invisible barriers in socio-economic development, and misses development opportunities for the country.

Therefore, in the recent telegram, the Prime Minister requested ministries, branches and localities to identify waste prevention and control as a common task of the entire political system, requiring the participation and responsible contribution of all ministries, branches and localities. Waste prevention and control work must be clearly demonstrated through commitments and plans, with progress and specific targets, focusing on thoroughly resolving the causes of waste and must be carried out regularly. Linking the results of waste prevention and control work with the implementation of the economic growth target of 8% or more by 2025 and double-digit economic growth in the period of 2026 - 2030. It is necessary to identify the results obtained from waste prevention and control work as an important resource, contributing to promoting growth drivers to achieve economic growth targets alongside other traditional growth drivers.

The Prime Minister also outlined specific tasks that ministries, branches and localities need to resolutely implement to prevent and combat waste. In particular, continue to review and promptly complete institutions, policies and laws (including the development of a draft Law on Thrift and Waste Prevention, submit it to the National Assembly for comments and approval) to create a complete and synchronous legal basis for monitoring, inspection, detection and strong handling, with high deterrence for wasteful acts but without losing the motivation of cadres who dare to innovate, dare to think, dare to do, dare to take responsibility for the common good, not for personal gain. Review wasteful and prolonged projects and propose appropriate, timely and effective handling mechanisms and policies. Seriously carry out the task of radical reform, minimizing administrative procedures and compliance costs for people and businesses. Promote decentralization and delegation of authority, combined with increased supervision, inspection and supervision in handling administrative procedures to reduce intermediary levels and end the situation of prolonged processing time through many agencies and units.

In addition, strengthen the coordination mechanism, share data, build a joint processing process between ministries, branches and localities to ensure that waste and negative cases are detected and handled promptly... At the same time, focus on information and propaganda on the Party's guidelines and policies, the State's policies and laws in waste prevention and combat; promote good people and good deeds; closely follow reality, increase information provision to contribute to stabilizing public opinion, creating a favorable environment for development.
