The Religious Affairs Department of the Department of Ethnic Minorities and Religion quickly stabilized and carried out assigned tasks.

Although the Department of Religion (formerly under the Department of Home Affairs) has only officially transferred its functions and tasks to the Department of Ethnic Minorities and Religions since March 1, equipment, records and personnel have been present at the new unit since February 25. With the attention and support of the leaders of the Department of Ethnic Minorities and Religions (formerly the Provincial Ethnic Minorities Committee), 5 officials and civil servants of the Department of Religion quickly integrated with their colleagues and the new working environment. As soon as they settled in their workplace, the officials and civil servants of the Department immediately began to carry out their professional tasks, focusing on completing drafts to submit to the Department's leaders the annual work plan on religion and belief.

Comrade Luong Van Quyen - Deputy Head of the Religious Affairs Department, Department of Ethnic Minorities and Religions shared: "The advantage of moving to the new unit is that the functions and professional tasks are transferred as they are, the organization and personnel are also unchanged. Along with that, the attention and support of the leaders and colleagues of the new unit help us quickly integrate and get into the rhythm of work."

The first day back to the new unit coincided with a day off, but Ms. Hua Thi Huong, working at the Information - Press - Publishing Department, Department of Culture, Sports and Tourism, still went to the office to clean, sanitize the room and arrange seats to officially prepare for the new start. Ms. Huong expressed: “Saying goodbye to colleagues at the old unit after many years of attachment, it is inevitable to be emotional and attached. But I myself do not let my emotions control me for long because I clearly understand that the country needs to change to develop, so each citizen, especially cadres, civil servants and public employees, must make efforts and adapt on their own. I believe that this revolution in the apparatus will bring a new step of development for the country.”

The Department of Labor, War Invalids and Social Affairs has also merged and transferred functions and tasks to new units, in which the Department of People with Merits under the Department of Labor, War Invalids and Social Affairs transferred its functions and tasks to the Department of Home Affairs. Closing the files and documents to be transported to the new unit, Deputy Head of the Department Ban Thi Huong Lan took the opportunity to clean up and log into the computer system to handle administrative procedures for the people. “More than 30,000 files contained in 1,300 storage boxes were put into nearly 300 sacks to be transported, all of which were original files, papers and important documents related to people with meritorious services in the whole province. Despite being so busy, we are determined not to interrupt our professional work. When administrative procedures arise, I myself will access the system to handle them for the people,” said Ms. Lan.

Those who stay are to shoulder the work of the Party and the State.

The provincial police announced decisions on mobilization, rotation and appointment of department-level leaders to suit the situation.
Changes in apparatus, functions and tasks due to dissolution of district-level police

The focus of this restructuring and streamlining of the police force is to eliminate the organization of district-level police, thereby reducing 6 district-level police units and 54 working teams. This is a task with a large, urgent and difficult workload because it involves the organization of the apparatus, the arrangement of people, the regime and accompanying policies. The determination and resoluteness in the leadership and direction of the Party Committee and the Board of Directors of the Provincial Police are important, but the consensus of the entire force is also a decisive factor in the success of the revolution in the apparatus.

Colonel Ha Van Tuyen - Director of the Provincial Police Department said that when implementing the policy of the Ministry of Public Security, in most positions, party members, cadres and soldiers proactively expressed their personal wishes with the spirit that those who stay are to shoulder the work of the Party and the State, those who resign are also for the common benefit. There were 4 department-level leaders who applied for early retirement, including 3 department heads and 1 deputy department head; 2 department heads and district-level police chiefs asked to resign from their positions to take on deputy positions; 33 team leaders and commune-level police chiefs asked to hold the positions of deputy team leaders and deputy commune police chiefs to create conditions for the organization to arrange for comrades with more outstanding abilities to take on positions at their work units, and 350 comrades volunteered to work at the Commune Police.

“As People's Public Security soldiers, we are determined that no matter what we do or where we work, we must serve the people and the country, so we are ready to complete all tasks. When the superiors informed the unit that there would be no district-level police force, although there was some regret because of many years of attachment, the officers and soldiers all agreed, and some comrades were team leaders who volunteered to go to communes and wards,” shared Lieutenant Colonel Hung The Hoang, Deputy Head of the Internal Security Department, Provincial Public Security.

New beginnings and higher aspirations

It can be said that this is the largest restructuring of the province's apparatus and cadres since the province was re-established (1997) up to now. Accordingly, regarding the Party bloc, the decision to end the activities of the Provincial Cadre Health Care and Protection Board; the decision to end the activities of Party delegations and Party executive committees; the decision to end the activities of the Provincial Party Committee of Provincial Agencies; the decision to establish the Provincial Party Committee of Provincial Party Agencies and the Provincial People's Committee Party Committee; the decision to merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department into the Provincial Party Committee's Propaganda and Mass Mobilization Department.

Establish and reorganize specialized agencies under the Provincial People's Committee, specifically: Establish the Department of Home Affairs on the basis of merging the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs; establish the Department of Finance on the basis of merging the Department of Planning and Investment and the Department of Finance; establish the Department of Construction on the basis of merging the Department of Transport and the Department of Construction; establish the Department of Agriculture and Environment on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; establish the Department of Science and Technology on the basis of merging the Department of Information and Communications and the Department of Science and Technology; establish the Department of Ethnic Minorities and Religions on the basis of the Provincial Ethnic Minorities Committee receiving the functions and tasks of state management of ethnic minorities and religions from the Department of Home Affairs.

Along with that, the Public Security and Military sectors and districts and cities also implemented the streamlining of the apparatus according to the motto "running while queuing" with the highest purpose of making the administrative apparatus operate effectively, efficiently, and effectively, serving the people.

Speaking on accepting the new assignment, the new Director of the Department of Home Affairs, Ha Van Tien, affirmed that he will continue to learn and inherit the working experience of the previous leaders, together with the Board of Directors to build a great solidarity bloc in the unit, leading the Department of Home Affairs to excellently complete the assigned tasks, especially the task of advising the province on organizational work.

To join the country in entering the era of development, the central ministries, branches and localities must also transform themselves. This transformation is currently starting with a revolution in organizational apparatus. Today's changes, although difficult and sacrificing personal interests, will create the premise to build the foundation of the homeland and a beautiful country tomorrow./.
