General Phan Van Giang chaired a conference to gather opinions from local military organizations.

On the morning of March 20, General Phan Van Giang, Minister of National Defense, chaired a conference to gather opinions on organizing local military units when not organizing district-level administrative units.

Attending the conference were leaders and former leaders of the Ministry of National Defense, the General Staff, the General Department of Politics of the Vietnam People's Army, the General Department of Logistics and Technology, the General Department of Defense Industry, General Department II and representatives of functional agencies.

At the conference, General Phan Van Giang affirmed that over the past years, the Central Military Commission and the Ministry of National Defense have successfully fulfilled their advisory functions to the Party and State on military and defense matters, led and directed the entire army to successfully carry out and complete tasks, strengthen national defense strength, respond to protecting the Fatherland in all situations and adjust forces.

The army has reduced intermediary organizations and reduced troop numbers.

Specifically, on January 17, 2022, the Politburo issued Resolution No. 05 on the organization of the Vietnam People's Army for the 2021-2030 period and the following years. The Central Military Commission and the Ministry of National Defense have implemented this resolution closely and effectively, one year ahead of schedule.

Up to now, the military organization has been adjusted to be more streamlined, compact, and strong; the organizational structure between components and forces is synchronous, reasonable, and suitable to the nature of the tasks; intermediate organizations and troop numbers are reduced, and functions and tasks are clear.

In the new situation, the Politburo and the Secretariat advocate reporting to the central government to decide on adjusting the organizational structure of the political system and administrative boundaries throughout the country.

The defense arrangement and military organization, focusing on local military organizations, also need to be studied and adjusted appropriately to meet the task of strengthening national defense, protecting the Fatherland, and integrating with the overall development of the country.

On February 28, the Politburo and the Secretariat issued Conclusion No. 127 on implementing research and proposing to continue to reorganize the apparatus of the political system, clearly orienting the organization of local governments at two levels (provincial and communal levels).

In particular, the Central Military Commission is required to implement the contents specified in Conclusion 126 on coordinating with relevant agencies to direct research and develop plans to continue to arrange appropriate military organizations, including the organization of district-level military agencies.

Report to the Politburo and Secretariat before March 27 according to the general progress of the whole country, the time is shortened by 1 quarter.

General Phan Van Giang said that the Central Military Commission Standing Committee and the Ministry of National Defense have proactively oriented and assigned tasks to agencies and units to research and propose plans for organizing local military forces when reducing administrative units at the provincial and communal levels and eliminating the district level.

The requirement for research and proposal of local military organization plan must come from the practical task of protecting the Fatherland in the current situation; the strategic guidelines of the Party and State on military and national defense; inheriting the quintessence of military art, historical tradition of building military forces, fighting enemies, and defending the country of the nation; the practical experience of wars and conflicts in the world and in the region, especially new developments in forms and methods of warfare in recent times.

At the conference, Senior Lieutenant General Nguyen Van Nghia, Deputy Chief of the General Staff of the Vietnam People's Army, briefly reported on the project to continue to reorganize the local military organization to be streamlined, strong and meet the requirements of tasks in the new situation.

The conference discussed and gave opinions on the project; leaders of the Ministry of National Defense, the General Staff, and the General Department of Politics through the periods gave opinions on organizing local military when there is no district-level government.

In particular, it analyzes and clarifies the local military organization model and issues of guidelines, policies and laws directly related to the construction and implementation of tasks of the local military system.

In his concluding remarks, General Phan Van Giang respectfully thanked the leaders and former leaders of the Ministry of National Defense, the General Staff, and the General Department of Politics, and affirmed that with their intelligence, practical experience, and rich experience in combat and military building, they spent time and had many dedicated, responsible, and valuable opinions to directly participate in the project.

After the conference, the Central Military Commission and the Ministry of National Defense continued to study and supplement the project's content and complete the report to the Government to submit to the Politburo, assigning the General Staff to coordinate with the General Department of Politics to do a good job of propaganda and education; personnel work, policies, ensuring consensus and unity throughout the army.
