In April 2022, the Investigation Police Agency (IPA) of the Ministry of Public Security issued a decision to prosecute a case of bidding violations that occurred at Dong Nai General Hospital and Tien Bo Quoc Te Joint Stock Company (abbreviated as AIC Company). Former Chairwoman of AIC Company Nguyen Thi Thanh Nhan, along with a series of employees and many former leaders of Dong Nai province, were ordered to be temporarily detained.
This is also the first knot to be untied, "unveiling" the series of violations by Ms. Nhan and her accomplices in a series of cases related to the fields of medicine and biotechnology.

Bidding rigging, bribing officials
In May 2022, the Investigation Police Agency of the Ministry of Public Security issued a wanted notice for the former Chairwoman of AIC Company, Nguyen Thi Thanh Nhan, after determining that she had absconded. In addition to Ms. Nhan, 7 other people, including subordinates at AIC Company and leaders of several familiar businesses, were also wanted.
Many months later, the Ministry of Public Security's Investigation Police Agency and the Supreme People's Procuracy issued notices calling on the defendants to surrender to receive leniency, but to no avail.
By January 2023, although Ms. Nhan's group was on the run, the Hanoi People's Court still decided to bring the case related to the Dong Nai General Hospital construction project to trial. Among the 36 defendants, the former Chairman of AIC Company was sentenced to a total of 30 years in prison for two crimes of bribery and violating bidding regulations causing serious consequences.
The verdict determined that Ms. Nhan took advantage of her relationship with Dong Nai provincial officials to gain preferential treatment in bidding, directing her employees to use a series of fraudulent tricks to win 16 consecutive bidding packages, causing a loss of 152 billion VND. The defendant and AIC Company employees also bribed many officials with a total amount of up to 43.8 billion VND.
After the first instance trial, the former Chairman of AIC Company and the group of wanted defendants were allowed to appeal on their behalf by their lawyers. The High People's Court in Hanoi is expected to hear the appeal of this case tomorrow, May 22.

In August 2022, before the case at Dong Nai General Hospital was tried, Ms. Nguyen Thi Thanh Nhan was prosecuted in a second case, related to Quang Ninh Maternity and Pediatrics Hospital (Quang Ninh province).
In this case, Ms. Nhan is still being prosecuted for violating bidding regulations causing serious consequences. In addition to the former Chairman of AIC Company, many employees of this company and a series of officials at the Department of Health of Quang Ninh province are also involved in legal trouble.
Initial investigation results determined that in 2012, the People's Committee of Quang Ninh province approved an investment project to purchase equipment for Quang Ninh Maternity and Pediatrics Hospital, with a total investment of more than 238 billion VND, with the Department of Health as the investor.
During the implementation process, the defendants colluded with the valuation consultancy unit, issued valuation certificates at prices higher than market prices, colluded with contractors and AIC Company to increase the price of medical equipment, causing damage to state assets worth 73 billion VND.
In March 2023, expanding the investigation, the Ministry of Public Security's Investigation Police Agency continued to prosecute 5 more defendants as accomplices. Among them was Mr. Nguyen Anh Dung, Director of Phuc Hung Real Estate Joint Stock Company, who is also the brother of Ms. Nguyen Thi Thanh Nhan.

Violations in purchasing laboratory equipment
Most recently, last April, Ms. Nguyen Thi Thanh Nhan was found guilty of violations in the third case. The Ministry of Public Security's Investigation Police Agency initiated a case of bidding violations at AIC Company, Ho Chi Minh City Biotechnology Center and related units.
The former Chairman of AIC was once again prosecuted for violating bidding regulations causing serious consequences. Along with Ms. Nhan, 8 other defendants were charged with the same crime, including Tran Manh Ha, Deputy General Director of AIC Company, who is also wanted with Ms. Nhan; Duong Hoa Xo, former Director of the Ho Chi Minh City Biotechnology Center; Nguyen Dang Quan, Director of the Ho Chi Minh City Biotechnology Center.
There are also Nguyen Viet Thach, former Head of Construction Investment Management Board (Ho Chi Minh City Biotechnology Center); Nguyen Tran Long, former specialist of Construction Investment Management Board (Ho Chi Minh City Biotechnology Center); Tran Dang Tan, former Chief Representative of AIC Company's office in Ho Chi Minh City; Nguyen Minh, Deputy General Director of Ho Chi Minh City Auditing and Informatics Services Company Limited; Tran Vinh Vu, former Director of Hong Ha Construction Investment and Management Consulting Joint Stock Company.
Initial investigation results determined that defendant Nguyen Thi Thanh Nhan and her accomplices committed violations in the process of implementing a project to purchase equipment for 12 laboratories of the Ho Chi Minh City Biotechnology Center. This behavior caused particularly serious consequences.
"There is no way to catch Mrs. Nhan but hide it"
In mid-May, at a press conference to inform about the results of the meeting of the Standing Committee of the Central Steering Committee on anti-corruption and anti-negativity (referred to as the Steering Committee), Mr. Nguyen Van Yen, Deputy Head of the Central Internal Affairs Committee, said that the Standing Committee of the Steering Committee had requested the agencies to conduct the investigation, prosecution, and trial of the case related to AIC Company within the time limit of the Criminal Procedure Code.
Regarding Ms. Nguyen Thi Thanh Nhan, the agencies are actively applying measures and trying to arrest her. "It must be made clear that we have not yet arrested her. There is no need to keep wondering where she is after being arrested. Occasionally, we receive information asking if we think she is being detained somewhere," Mr. Yen affirmed in response to some rumors about Ms. Nhan's arrest.
Also regarding the former Chairman of AIC Company, last April, when the press asked about Ms. Nhan's nationality, the leader of the Department of Civil Status, Nationality and Authentication (Ministry of Justice) said that, up to now, the department has not received any information from the locality related to this person's nationality.
