AIC case at the Ministry of Information and Communications: What did former Minister Truong Minh Tuan declare?

The Investigation Police Agency of the Ministry of Public Security has just completed the investigation conclusion of the case of Bidding Violations causing serious consequences, occurring at the Vietnam Computer Emergency Response Center (VNCERT, under the Ministry of Information and Communications), International Progress Joint Stock Company (AIC) and related units.

All 13 defendants in the case were proposed to be prosecuted for the crime of violating bidding regulations causing serious consequences, including: Nguyen Thi Thanh Nhan, Chairwoman of AIC International Progress Company; Do Van Son, Head of Project 2 under AIC; Nguyen Trong Duong, former Deputy Director of the Department of Financial Planning of the Ministry of Information and Communications (MIC), former Director of VNCERT...

In the case, the Investigation Police Agency took the testimony of Mr. Truong Minh Tuan, former Minister of Information and Communications. Previously, at the end of 2019, Mr. Truong Minh Tuan was sentenced to 14 years in prison in the case of MobiFone investing 8,900 billion VND to buy 95% of AVG shares, causing a loss to the state of nearly 6,600 billion VND.

Accordingly, Mr. Tuan was the Minister from April 2016 to February 23, 2019. Mr. Tuan knew Nguyen Thi Thanh Nhan since the end of 2016. However, Mr. Tuan affirmed that he did not direct Nguyen Trong Duong to coordinate with the Department of Planning and Finance to create conditions for AIC Company to participate in project construction, bidding, and winning bids at VNCERT.

The investigation conclusion stated that, although there was Nguyen Trong Duong's testimony about understanding Mr. Tuan's direction to VNCERT to let AIC Company win the project bid, there was no other document to prove it, so there was not enough basis to consider Mr. Tuan's criminal responsibility.

Regarding Nguyen Trong Duong, during the investigation, Mr. Duong confessed honestly, repented, and actively cooperated to clarify the nature of the case. In addition, Mr. Duong paid 600 million VND in compensation, had excellent achievements in work, was awarded the 2nd and 3rd class Labor Medal, many certificates of merit, certificates of merit... The investigation agency requested the prosecution and trial agencies to consider the above circumstances when sentencing.
