Although it is assessed that there are many opportunities and advantages to develop the semiconductor industry and Artificial Intelligence (AI), according to Director of the National Innovation Center (NIC) Vu Quoc Huy, Vietnam cannot develop on its own, but needs the participation of large technology enterprises in the world. This is to implement the motto "if you want to go far, you have to go together."
In particular, attracting the world's "technology giants" will create a wave of investment and production in Vietnam.
At the end of 2024, the Politburo issued Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation (Resolution 57).
Resolution 57 has determined: “Developing science, technology, innovation and digital transformation are decisive factors for the development of countries. This is also the prerequisite and the best opportunity for our country to develop richly and powerfully in the new era - the era of national development.”
Mr. Nguyen Duc Tam, Deputy Minister of Finance, said that Resolution 57 affirmed that developing science, technology, innovation and digital transformation are important keys to socio-economic development, preventing the risk of falling behind, and bringing the country to breakthrough development in the new era.
This is also the main driving force to successfully achieve the goal of Vietnam becoming a developed, high-income country by 2045.
According to Deputy Minister Nguyen Duc Tam, Vietnam is at a very important time as it prepares to enter a new era - the era of national growth as affirmed by General Secretary To Lam.
Vietnam focuses on promoting digital transformation, green transformation, and developing science and technology and innovation to create breakthroughs in productivity, quality and increase the competitiveness of the economy; in which, the semiconductor and AI industries are identified as playing a key role.
Currently, Vietnam has gathered the conditions to be ready to welcome and cooperate with partners around the world in the fields of semiconductors and AI. Analyzing more clearly, Deputy Minister Nguyen Duc Tam said that Vietnam has a stable political system and high political determination in promoting innovation and high-tech industries.
In 2024 alone, Vietnam has issued many important mechanisms and policies to develop high-tech industries; including the semiconductor and AI industries, such as the Human Resource Development Program and the Vietnam Semiconductor Industry Development Strategy, establishing an Investment Support Fund for high-tech industries; including AI and semiconductors.
In addition, Vietnam has a population of more than 100 million people, is in the golden population period, has a young generation full of enthusiasm and has the ability to access science and technology and STEM fields that are highly appreciated.
Vietnam has also formed a large-scale semiconductor and AI ecosystem with the participation of many of the world's leading technology partners. These are important foundations for Vietnam to develop the semiconductor and AI industry.
In the context that countries in the region have paid attention to developing high-tech industries; including semiconductors and AI, Mr. Christopher Nguyen, Founder of Aitomatic Organization, USA, said that Vietnam still has significant competitive advantages, such as: a population of over 100 million people, with a birth rate of 2.2, which is high compared to many other countries; having a skilled workforce...
Citing the case of Samsung, with 25% of its total global revenue coming from Vietnam, Mr. Christopher Nguyen said that Vietnam has a great global competitive advantage and can go further in the next 10 years.
It can be said that our country is facing a "golden opportunity" to promote the rapid development of the domestic AI and semiconductor fields, becoming a link in the production-supply chain of the most valuable and impactful products of humanity in the 21st century.
According to Mr. Lee Dong-Chul, General Director of Hana Micron Group (Korea), Vietnam is a dynamic investment environment with strong support from the Government, developed infrastructure and high-quality human resources at reasonable costs, making it an attractive destination for high-tech enterprises.
According to Mr. Vu Quoc Huy, having foreign enterprises in Vietnam will create opportunities for Vietnamese enterprises, workers, and experts to access technology, improve skills in semiconductors and AI; thereby, creating startups, promoting the production capacity of domestic enterprises to access the world's advanced technology.
Mr. Nguyen Hong Trung, VPBank representative, commented that Vietnam has a golden opportunity to become the leading AI and semiconductor center in the region. AI is not only a driving force for economic growth but also determines national competitiveness.
“Investing properly in AI will help Vietnam improve labor productivity and make breakthroughs in key industries such as finance, healthcare, manufacturing and logistics. If Vietnam takes advantage of this opportunity, it can become an innovation center and play an important role in the global technology supply chain,” said Mr. Nguyen Hong Trung.
According to Mr. Trinh Khac Hue, General Director of Qorvo Vietnam Company, Qorvo is currently cooperating with NIC to train semiconductor engineers according to US standards and human resources will be a key factor in the semiconductor industry development strategy that Vietnam is strongly implementing.
In order to take advantage of the “golden opportunity” to accelerate the development of the domestic AI and semiconductor sector, demonstrating Vietnam’s readiness to welcome the world’s leading “technology eagles”, the Ministry of Finance assigned NIC to coordinate with Aitomatic to organize the International Conference on AI and Semiconductors 2025 with the theme “Building the Future: Connecting AI and Global Semiconductor Technology” taking place from March 12-16, in Hanoi and Da Nang, gathering more than 1,000 leaders and experts from Google DeepMind, IBM, Intel, TSMC, Samsung, MediaTek, Tokyo Electron to discuss the development of AI and semiconductors in Vietnam.
This is also one of the practical activities to concretize and spread the policy and orientation of breakthroughs in science, technology, and innovation in the spirit of Resolution 57 of the Politburo and Resolution No. 03/NQ-CP of the Government: Promulgating the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation.
Along with the breakthrough directions on science, technology, and innovation of the Politburo and the Government, in order to remove all barriers and obstacles, create outstanding, specific, and special mechanisms and policies to promote and encourage science, technology, and innovation.
Recently, Deputy Prime Minister Nguyen Chi Dung worked with relevant ministries and branches on the draft Decree replacing Decree No. 94/2020/ND-CP dated August 21, 2020 of the Government regulating preferential mechanisms and policies for NICs. Accordingly, the Deputy Prime Minister thoroughly grasped the spirit throughout the drafting process based on Resolution 57.
Formed not for profit, not using the State budget, NIC is a public service unit with 100% autonomy in both investment and regular expenditure.
With the mission of pioneering and paving the way, over the past 5 years, NIC has operated relatively effectively, contributing to creating momentum for the country's scientific and technological development.
"When drafting Decree 94/2020/ND-CP, we did not have Resolution 57-NQ/TW and Resolution 193/2025/QH15 with strong ideas like now. Therefore, it is necessary to review the regulations according to the new spirit," Deputy Prime Minister Nguyen Chi Dung emphasized.
Another consistent move and spirit of accompanying investors is that the Government has just issued Decree 182/2024/ND-CP (December 31, 2024) on the establishment, management and use of the Investment Support Fund.
This affirms a strong commitment to promoting high-tech enterprises, especially in the fields of semiconductors and artificial intelligence. This is not only an important driving force to improve competitiveness but also helps Vietnam integrate more deeply into the international market./.
