The Inspectorate of the Ministry of Education and Training (MOET) has just announced the conclusion of the inspection of Ho Chi Minh City University of Education on package 4 (project) "Investing in teaching equipment in the school to comprehensively innovate teacher training after 2015". This project was implemented in 2014 and then extended to 2015. The school's partner in implementing this project is AIC Company.

This project has a total investment of over 17.4 billion VND with 3 bidding packages: (1) Supply and installation of projector systems for classrooms and lecture halls; (2) Supply and installation of teaching aids for teaching methods; (3) Supply and installation of computers, data storage devices, network security and specialized software.
The results of the inspection, verification, and audit of the Ministry of Education and Training showed that in the investment preparation work, Ho Chi Minh City University of Education did not perform the following tasks: Establishing survey tasks, approving survey tasks, preparing survey results reports, approving survey results reports, which is a violation of the provisions in Articles 12, 13, 14, 15 of Decree No. 102/2009/ND-CP dated November 6, 2009 of the Government on management of investment in information technology application using state budget funds. There is no basis to assess the current status of facilities, propose investment needs to bring efficiency to the project, propose technical and technological solutions... for the project.
In the valuation work, the inspection agency also pointed out that the school did not have a valuation report, not following the Vietnamese Valuation Standards System.
In the implementation of the investment, package No. 1 also had some errors and violations. Although the school had prepared a bidding document, there was no decision to establish it, and it was not possible to determine whether any organization or individual had the capacity to prepare the bidding document - this did not ensure transparency in bidding, violating the provisions of the 2013 Bidding Law.
There were also violations in the organization of contractor selection, contract negotiation, and contract implementation in package 1.
For packages 2 and 3, the inspector also pointed out violations.
At the end of the investment, the project was accepted and handed over for use, but testing or trial operation was not performed before handover.
During use, at the time of inspection, 2 teaching assistant systems were still operating, 3 systems were damaged and should be replaced from the end of 2023.
The inspection conclusion pointed out many shortcomings and violations in the implementation of the project from the preparation, implementation to the completion of the project. The reasons were that the awareness of the law was not in accordance with regulations; internal inspection and examination work was not regular and effective; inspection and supervision work of functional units under the Ministry of Education and Training was not thorough and regular, leading to the failure to promptly detect limitations, shortcomings and violations.
For the violations mentioned in the conclusion, the primary responsibility belongs to the principal, the chairman of the school board, and the vice principal in charge. The Inspectorate of the Ministry of Education and Training also recommended a number of measures to remedy the consequences and handle the responsibilities of units and individuals (during the period) that allowed the shortcomings and violations to occur.
