The Investigation Police Agency of the Ministry of Public Security has just completed the investigation conclusion of the case of Violating bidding regulations causing serious consequences, occurring at the Vietnam Computer Emergency Response Center (Ministry of Information and Communications), AIC International Progress Joint Stock Company and related units.

All 13 defendants in this case were proposed to be prosecuted for the crime of Violating bidding regulations causing serious consequences.

They include former AIC Chairwoman Nguyen Thi Thanh Nhan; Chairman of the Board of Directors, General Director of BTCVALUE Company Dang Xuan Minh; former Deputy Director of the Department of Financial Planning (Ministry of Information and Communications) Tran Duy Hieu; former Deputy Director of the Department of Financial Planning, former Director of VNCERT Nguyen Trong Duong; former Deputy Director of VNCERT, former Deputy Chief of Office of the Ministry of Information and Communications Ngo Quang Huy.

According to the investigation conclusion, in 2016, VNCERT Company was assigned by the Ministry of Information and Communications to implement a project to purchase equipment and hire technical services to monitor and analyze incidents and network information security attacks on a number of international Internet connection channels (abbreviated as the Project).

During the project establishment phase, Ms. Nhan assigned Nguyen Van The (Head of KT7 Department of AIC Company) to coordinate with VNCERT to develop a list of equipment and software expected to be purchased and set the output price.

Because the initial plan introduced by AIC Company was a system using Israeli technology that was expensive and incompatible with VNCERT's available equipment, Mr. Nguyen Trong Duong assigned Ngo Quang Huy to preside over and direct VNCERT's departments and Deputy Director of Khang Phat Company - Mai Phuong Nam - to survey the current situation, collect equipment procurement needs to review the list of investment needs, and report to the leaders of the Ministry of Information.

During this process, The introduced many equipment brands for VNCERT to include in the procurement list. VNCERT then included Dell and Cisco equipment in the list as suggested by AIC Company, including 18 out of 82 equipment categories.

At the same time, under Ms. Nhan's direction, The contacted the vendors to ask for the input prices of all equipment, then added 40-60% to come up with the estimated output price, and agreed with VNCERT to include it in the feasibility study report.

VNCERT has used this list and estimate; legalized consulting packages for the Department of Financial Planning to appraise and submit to the Ministry's leaders for approval, Feasibility Study Report; legalized price appraisal consulting for VNCERT to approve the estimate and implement bidding.

This unit also set up "blue team" and "red team" to help AIC Company win bids according to the pre-agreed list and price, causing damage to state assets.

Because Ms. Nguyen Thi Thanh Nhan is still on the run, her testimony regarding this case has not been recorded. However, the investigation agency accuses Ms. Nhan of being the mastermind and leader.

Previously, Ms. Nguyen Thi Thanh Nhan was determined to be responsible in 4 cases, including:

In the case of Violating bidding regulations causing serious consequences; Giving bribes; Receiving bribes occurring at Dong Nai General Hospital, Ms. Nhan was sentenced to 30 years in prison by the Hanoi People's Court.

In the case of violating bidding regulations causing serious consequences at the Quang Ninh Province Maternity and Pediatrics Hospital, Ms. Nhan was sentenced to 10 years in prison.

In the case of violating bidding regulations causing serious consequences at the Department of Planning and Investment of Ho Chi Minh City and the Center for Biotechnology of Ho Chi Minh City, Ms. Nhan was sentenced to 24 years in prison.

In the case of Violating regulations on bidding causing serious consequences; Giving bribes; Receiving bribes and Abusing position and power while performing official duties occurring at the Bac Ninh Department of Health, Ms. Nhan was prosecuted for the crime of Giving bribes.
