On the afternoon of July 12, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, concluded the national online conference to review the first 6 months of 2023 on national digital transformation and the Project on Developing Population Data, Electronic Identification and Authentication to Serve National Digital Transformation in the 2022-2025 Period, with a Vision to 2030 (Project 06).

Prime Minister Pham Minh Chinh stated that digital transformation is an inevitable trend, an objective requirement and is identified as an important political task of the Party and State, and at the same time a new, difficult and sensitive task. However, the quality of online public services (according to the criteria of simplicity, convenience, speed, safety and security) is still low, not meeting the expectations of people and businesses. The connectivity, sharing and synchronization between national databases are still low...
The Prime Minister pointed out four priorities: developing data, building a "correct, sufficient, clean, and alive" database (data is a resource); developing online public services related to people's lives, business production activities of enterprises and having a large coverage; developing platforms (especially national databases); ensuring network security and information security.
Ministers, heads of sectors, secretaries, and chairmen of People's Committees at all levels must direct more resolutely, make more efforts, and create unity in perception and action to promote the combined strength of the entire political system in organization and implementation.
The Prime Minister requested ministries, branches and localities to continue improving the efficiency of online public services to create the most favorable conditions for people and businesses. Organize the implementation of two public services: birth registration - permanent residence registration - health insurance card issuance for children under 6 years old and death registration - permanent residence cancellation - funeral allowance nationwide in the spirit of working while improving and upgrading; soon complete the construction of a national database on civil servants and public employees to officially put into operation by the end of 2023; soon deploy a database on social security to grasp the situation of unemployed workers and those looking for jobs.
At the same time, relevant agencies deploy biometric authentication technology on chip-embedded citizen identification cards at medical facilities to shorten the check-in process; serve passengers checking in for flights at airports on domestic routes. By the end of 2023, we aim to have at least 20 million people using the VNeID platform with at least 10 applications, growing at 3-5%/month.
Also at the meeting, the Ministry of Information and Communications announced the index and rankings assessing the level of digital transformation in 2022 of provinces, cities, ministries, branches and agencies under the Government. Accordingly, Da Nang, Ho Chi Minh City and Quang Ninh respectively lead the local block. The Ministry of Planning and Investment, the Ministry of Finance and the Ministry of Natural Resources and Environment lead the block of ministries and agencies with public services.
