Emulation Cluster of 7 Northern Border Mountain Provinces summarizes emulation and reward work in 2024

CTTĐT - On the morning of March 22, 2025, in Lao Cai city, Lao Cai Provincial People's Committee (Head of the Emulation Cluster in 2024) coordinated with Cao Bang Provincial People's Committee (Deputy Head of the Emulation Cluster in 2024) to organize a conference to summarize the emulation and reward work in 2024 and deploy the 2025 tasks of the Emulation Cluster.

Attending the conference were: Comrade Nguyen Anh Tuan - Deputy Head of the Central Emulation and Reward Committee ; Leaders of the provinces in the Emulation Cluster: Cao Bang , Dien Bien , Lang Son, Ha Giang , Son La ; leaders of the Department of Home Affairs, Emulation and Reward Department/Committee of the provinces in the Emulation Cluster .

On behalf of Lao Cai province delegates, there were: Comrade Trinh Xuan Truong - Provincial Party Secretary, Chairman of the Provincial People's Committee , Chairman of the Lao Cai Provincial Emulation and Reward Council ; members of the Lao Cai Provincial Party Committee ; members Lao Cai Provincial Emulation and Reward Council ; leaders of departments and branches; 14 typical advanced collectives and individuals in the emulation movement of the Emulation Cluster in 2024 .

Actively responding to the emulation movement launched by the Prime Minister with the theme "Solidarity, creativity, emulation to build and protect the Fatherland" , creating a breakthrough, exceeding the targets, plans and tasks of the year 2024. In 2024 , the provinces in the Emulation Cluster of 7 Northern mountainous border provinces launched many exciting and diverse emulation movements in all areas of economic and social life, encouraging and motivating the spirit of officers, soldiers of the armed forces and the people of the provinces to actively participate in emulation, promote internal strength, creativity, proactively innovate thinking and working methods, in order to increase productivity, quality and efficiency in labor, production and work to maintain a reasonable economic growth rate, ensure social security, and strive to complete the tasks assigned by the Party and the Government.

Although there are still thousands of difficulties , especially the impact of storm No. 3 (Yagi) . However, with the efforts and outstanding efforts of the provinces in the cluster, the socio-economic situation in 2024 of the provinces in the Emulation Cluster has many improvements and positive changes. Although the provinces basically did not achieve the expected economic growth rate, there are still targets and tasks with high results such as: The provinces in the Emulation Cluster have created new jobs for over 113,000 workers; State budget revenue in the provinces reached over 36,000 billion VND; total import and export turnover reached over 10 billion USD; the work of building new rural areas and building national standard schools achieved many positive results; the administrative reform index of some provinces in the Cluster has made important progress; The provinces have effectively organized and implemented the study and following of Ho Chi Minh's moral example in conjunction with patriotic emulation movements; the political situation of the provinces is stable, national defense and security are maintained, borders and landmarks are well protected, foreign economic relations are expanded and developed; the material and spiritual life of the people from urban areas to highland areas and ethnic minority areas is improved and raised.

Besides the advantages, we are facing many difficulties and challenges both domestically and internationally as well as the difficulties and challenges of each locality in the Emulation Cluster. However, the Party Committee, government, Fatherland Front, organizations and people of the 7 northern mountainous border provinces will be determined to overcome difficulties and challenges, promote internal strength, compete to successfully carry out the socio-economic development tasks in 2025 , creating a premise for development in the following years.

Delegates at the conference followed the presentations, shared experiences, good practices, and typical models of 07 provinces in the Emulation Cluster: Lai Chau Provincial Police on "Building the mettle of Criminal Police officers in the fight against crime for a peaceful life and for the happiness of the people"; "Outstanding results and sharing of experiences in production and business of Xin Man Agricultural Production Cooperative, Ha Giang province"; "Production - Connecting consumption of agricultural products to contribute to local economic development" of Hoa Muoi Agricultural Service Cooperative, Huoi Bo village, Chieng Khoong commune, Song Ma district, Son La province; "Cao Bang implements a strategic breakthrough to turn tourism into a spearhead economic sector"...

Speaking at the conference, Comrade Nguyen Anh Tuan, Deputy Head of the Central Emulation and Reward Committee, assessed that the emulation movements in the 7 provinces were launched and spread widely, bringing practical results, suitable for local realities on the development journey. Comrade Nguyen Anh Tuan suggested that the provinces focus on promoting practical emulation movements, closely following assigned political tasks, replicating typical examples from emulation movements; promoting the dissemination and propaganda of the Party's guidelines and policies, the State's laws and policies, Ho Chi Minh's thoughts on emulation and rewards; continuing to implement the reward policy well, ensuring that the reward work must be accurate, timely, public, transparent, truly educational and exemplary; continuing to organize exchange, cooperation, association and development activities between the provinces in the Emulation Cluster...

Also at the conference, 7 collectives and 7 individuals with outstanding achievements in the patriotic emulation movement of the Emulation Cluster of 7 Northern mountainous border provinces 2024 were awarded Certificates of Merit by the Chairman of Lao Cai Provincial People's Committee.

Previously, at the preparatory meeting on March 21, 2025, the Emulation Cluster of 7 Northern mountainous and border provinces assessed and agreed to score and honor the proposed rewards for the provinces in the Emulation Cluster. As a result, Dien Bien province led the Emulation Cluster; Lao Cai province ranked 2nd. The Emulation Cluster voted to honor and propose the Prime Minister to award the Government's Emulation Flag to Dien Bien province; and proposed the Prime Minister to award a Certificate of Merit to Lao Cai province.

At the conference, the Chairman of Lao Cai Provincial People's Committee awarded the rotating Flag to comrade Nguyen Bich Ngoc, member of the Provincial Party Committee, Permanent Vice Chairman of Cao Bang Provincial People's Committee.

Next, the provinces in the Emulation Cluster signed the emulation agreement for 2025, the leaders of the People's Committees of the provinces: Cao Bang, Lai Chau, Dien Bien, Lang Son and Lao Cai, (provinces without leaders of the Provincial People's Committee attending the conference will sign the emulation agreement later)./.
