On the evening of August 16, in a private conversation with VietNamNet, Major General Nguyen Thanh Tung, Deputy Director of Hanoi City Police, reiterated the content of the press conference held at 4:00 p.m. on August 15 about the initial investigation results of the kidnapping case for the purpose of appropriating property that occurred on August 14 in Viet Hung ward, Long Bien district, Hanoi at 4:00 p.m. on August 15.
At the conference, the City Police informed the press about the personal background of Nguyen Duc Trung, who is unemployed.
The Deputy Director of Hanoi City Police explained that after arresting Nguyen Duc Trung at around 5:00 a.m. on August 15, at Dong Van Industrial Park, Dong Van town (Ha Nam province), Hanoi City Police transferred the subject to the Criminal Police Department to investigate and clarify the subject's criminal behavior.
During the investigation, Nguyen Duc Trung confessed to his crime, but did not declare, falsely declared his personal information, and still claimed that he had no job and no criminal record.
"Due to the urgent time, Hanoi City Police have not yet verified the personal information according to the subject's statement. As of 4:00 p.m. on August 15 (when the City Police held a press conference), Trung still declared that he had no job. Therefore, the Investigation Agency must continue to conduct many activities to investigate and verify the identity of Nguyen Duc Trung," Major General Nguyen Thanh Tung explained.
The Deputy Director of Hanoi City Police added that at around 6:30 p.m. on August 15 (after the end of the press conference of the City Police), the City Police Investigation Agency had accurately verified the background and identity of the subject who was a police officer.
Specifically, the kidnapper is Nguyen Duc Trung, a senior lieutenant, an officer working at the Traffic Police Department Staff Team - Vinh Phuc Provincial Police.
"Immediately afterwards, the Hanoi City Police Investigation Agency sent a document to the Director of Vinh Phuc Provincial Police Department requesting to carry out procedures to strip Nguyen Duc Trung of his title of People's Police Officer according to the regulations of the Public Security sector to strictly handle him according to the provisions of the law," said the Deputy Director of Hanoi City Police Department.
Based on the content of the notice and request of the Hanoi City Police, the Director of Vinh Phuc Provincial Police has issued a decision on disciplining the officer by stripping the title of People's Police Officer from Nguyen Duc Trung, as a basis for the investigation agency to carry out procedural activities according to regulations.
The Deputy Director of Hanoi City Police affirmed: “We do not cover up, conceal, or tolerate criminals and will deal with them resolutely, without any forbidden zones, regardless of who the person is, in accordance with the direction of General Secretary Nguyen Phu Trong and the Minister of Public Security.”
Previously, at around 9:00 a.m. on August 14, Nguyen Duc Trung used a white Kia Morning car with a fake license plate number 29A-24699 to travel to the new urban area of Viet Hung and circled around this area to steal property. When leaving, Trung carried a rubber bullet gun.
At 6:30 p.m. the same day, Trung went to the area in front of villa C6BT7 in Viet Hung new urban area and discovered a 7-year-old boy and kidnapped him and put him in the car.
Trung used a rope to tie the child's hands and took him to many locations in Hanoi. He repeatedly called the child's family demanding a ransom of 15 billion VND.
At around 5:00 a.m. on August 15, when Trung took the boy to the Dong Van industrial park service road, Dong Van town (Ha Nam), he was arrested by the police.
During the pursuit, the subject fired one bullet at a criminal police officer of Long Bien District Police, and another bullet was fired.
Before committing the kidnapping, Trung prepared a gun and fake license plates to escape.
