On the morning of October 2, at the Government Office, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for the Implementation of Vietnam's Commitments at COP26 (COP26 Steering Committee) chaired the 5th Meeting of the Steering Committee.
Also attending the meeting were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; leaders of ministries, branches and central agencies.
After a morning of urgent and enthusiastic work with a high sense of responsibility, the Meeting reviewed and commented on: Report assessing the implementation of Vietnam's commitments at COP26 in the past time and key tasks in the coming time; Reports and discussions of a number of ministries, branches and agencies on the implementation of commitments at COP26.
Delegates focused on assessing what has been done and what has not been done, especially the results of the implementation of the tasks set out at the 4th Session of the Steering Committee, the results of the implementation of JETP (Agreement on Just Energy Transition) and AZEC (Asian Net Zero Emission Community)...; difficulties and obstacles; objective and subjective causes; proposed tasks and solutions in the coming time to effectively implement the commitments at COP26, especially giving opinions on amending the legal framework to facilitate investment from businesses and international organizations in energy transition.
In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated the Ministry of Natural Resources and Environment for coordinating with relevant agencies to organize the meeting well; assigned the Ministry of Natural Resources and Environment, the Government Office and relevant ministries and branches to fully absorb opinions, complete the report, and issue a Notice of Conclusion of the Meeting for unified implementation.
Analyzing the situation, Prime Minister Pham Minh Chinh said that climate change is becoming more and more extreme, the developments are becoming more and more complicated, the consequences are getting bigger, and overcoming it requires a lot of effort and money; responding to climate change is an urgent task that no country can do alone. Contributing to responding to climate change, green development, and energy transition is something that cannot be avoided, cannot be left out, and must be done effectively.
Regarding the results achieved in efforts to respond to climate change and implement COP26 commitments, the Prime Minister assessed that we have done well, achieving many positive results that have been highly appreciated by the international community in institutional building, human resource training, organization, implementation, identification and deployment of programs and projects, and overcoming the consequences of natural disasters.
The Prime Minister stated that we have still promoted growth, controlled inflation and promoted the development of the digital economy, green economy and circular economy; the macro economy is stable, major balances are ensured, and monetary and fiscal policies are gradually greening. The country's overall achievements include contributions from green development and energy transition.
The Prime Minister summarized the "4 positive points" including:
Firstly, awareness and action have been unified and strengthened, the entire political system has taken action to respond to climate change, aiming for the goal of safety from natural disasters, reducing greenhouse gas emissions, and bringing net emissions to "0" as committed.
Second, promptly institutionalize the Party's policies and promptly implement commitments (the content of commitments and the implementation of commitments at the COP26 Conference have been quickly integrated and concretized into legal documents, policies, strategies and plans for synchronous implementation from the central to local levels), typically implementing the program of 1 million hectares of high-quality, low-emission rice.
The Government, the Prime Minister, ministries and branches, within their authority, shall issue strategies, plans, projects and proposals for the development of specific sectors and fields, creating a policy corridor, which is an important basis for the prompt and timely implementation of Vietnam's commitments at the COP26 Conference and the implementation of a fair energy transition.
Third, international cooperation has been promoted, attracting the attention, commitment, and implementation of specific projects from international partners; many global corporations and enterprises with economic potential, high technology, and low-greenhouse gas emission technology have come to Vietnam to explore investment opportunities in various fields. "The strategies of the country and those of enterprises and investors must be in the same direction to create development momentum," said the Prime Minister.
Fourth, there is a clear change in awareness and action, self-awareness, and increased responsibility in environmental protection, emission reduction, and climate change response of each citizen.
However, in addition to the achieved results, the implementation and participation in climate change response and energy transition are still uneven, with most doing well but some not so well. Working Groups to support the implementation of JETP have been established but have been slow to implement their assigned duties and tasks. Policies and regulations related to tasks and solutions to implement commitments at COP26 and energy transition are generally limited compared to development requirements.
"The mechanism must be transparent, the infrastructure must be smooth, and management must be smart. The development of regulations in this field must be based on innovation and development thinking, based on practice, closely following practice, respecting practice, and taking practice as a measure. With new and difficult issues such as climate change response, we must have appropriate thinking and approach, learn from experience while doing, and gradually expand, without perfectionism or haste," the Prime Minister emphasized.
Regarding viewpoints, the Prime Minister stated that digital transformation, green transformation, energy transformation, and greenhouse gas emission reduction are inevitable and irreversible trends. Therefore, greater efforts and determination are needed to better respond to climate change, including green development, clean energy transformation, and implementation of COP26 commitments.
At the same time, mobilizing all resources, the whole society, the whole people to participate, in which connecting and mobilizing to attract resources from international sources, green financial flows, technology transfer, knowledge, and experience from countries, international organizations, and investors is very important.
Along with that, there must be a global, all-people, comprehensive approach, putting national and ethnic interests first and foremost, while promoting international cooperation, promoting multilateralism, combining national strength with the strength of the times; all policies must be directed towards the people and businesses, people and businesses must actively participate, implement and enjoy the results; for the goal of sustainable national development, for a prosperous and happy life of the people.
Specifying five common groups of tasks, the Prime Minister requested to continue focusing on perfecting institutions, policies, and laws; researching and perfecting mechanisms to attract resources, especially public-private partnership resources, non-state resources, effectively using resources, and avoiding waste.
Promote scientific research, technology development and transfer, promote innovation; build new governance methods, manage green transformation, green growth, develop circular economy; focus on training and developing high-quality human resources, grasp new technologies; promote international cooperation.
The Prime Minister noted the task of forming and developing the clean energy industry, including developing supporting industries and equipment to produce renewable energy, biomass energy, green hydrogen, green ammonia, etc.
The Prime Minister requested the Ministries of Industry and Trade, Transport, Construction, Agriculture and Rural Development, Natural Resources and Environment, and other ministries and branches, based on their functions, tasks and powers, to continue to carry out the general tasks and specific tasks identified in the Project on tasks and solutions to implement the results of the COP26 Conference approved by the Prime Minister. The implementation must be proactive, creative, and flexible, appropriate to the situation.
The Ministry of Natural Resources and Environment (the standing agency of the Steering Committee) regularly compiles statistics and urges ministries and agencies to seriously and timely implement assigned tasks and ensure the quality of assigned tasks.
The Prime Minister also assigned specific tasks to ministries and branches in implementing the JETP Declaration and implementing the AZEC Initiative; the Ministry of Industry and Trade shall preside over and coordinate with ministries and branches to review and select projects to be implemented within the framework of JETP and AZEC; complete the submission for approval of relevant projects, decrees and circulars, and promote green energy transition.
The Ministry of Agriculture and Rural Development effectively organizes the implementation of the Project on Sustainable Development of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030; promotes cooperation, prepares, negotiates, signs and implements agreements on the purchase and sale of emissions reductions from forests...
The Ministry of Transport presides over and coordinates with ministries, sectors and localities to promote the implementation of the Action Program for green energy conversion, reducing carbon and methane emissions in the transport sector.
The Ministry of Planning and Investment is assigned to carry out tasks to realize green growth goals associated with socio-economic development, mobilizing resources for green growth.
The Ministry of Finance promotes green finance, quickly and promptly. The State Bank of Vietnam promotes green credit sources. The Ministry of Labor, War Invalids and Social Affairs studies and completes legal regulations, promotes action policies to reduce negative impacts on vulnerable groups and those affected in the process of economic transformation.
The Ministry of Science and Technology continues to prioritize resources to implement scientific and technological tasks under national science and technology programs related to climate change response.
The State Capital Management Committee at Enterprises directed its affiliated corporations and groups to continue promoting digital transformation, enhancing the application of science and technology, and innovation to create a driving force for low-emission development and spread to each key industry and field.
