According to Prime Minister Pham Minh Chinh, this is extremely important content to promote economic development in the coming period, the new era. That requires innovation in operational and management thinking based on practical summaries. What is good must be promoted, what is not good must be fixed immediately; what is still stuck must be resolved, challenges must be overcome in order to develop.

Regarding the Draft Law on State Capital Management and Investment in Enterprises recently submitted to the National Assembly, Prime Minister Pham Minh Chinh said that there have been many management models in the past, each period has its own historical and contextual factors. However, the current model is not stable because the country is in the process of development. Therefore, in the process of doing, research and expansion should be done gradually with the spirit of not being perfectionist or hasty, keeping what is acceptable and eliminating what is not acceptable.

Time, intelligence, and timely and appropriate decisions are decisive factors for success.

"Recently, the General Secretary raised the issue of wasting time, and time is money, so why keep fumbling around? Just asking for permission here and there, not clearly. Don't let it be an administrative thing. Decentralize strongly, clearly stipulate in the law what can and cannot be done so that people can be creative" - ​​Prime Minister Pham Minh Chinh said.

Agreeing with the auditing agency that when evaluating a business, it is necessary to evaluate the overall value it brings, not each task individually. The Prime Minister gave an example of 10 tasks assigned, maybe 2-3 of them are not done well, causing losses, but "overall, the positive" is preserving and developing capital.

Therefore, the Draft Law should regulate the management of which type of enterprise and who is directly responsible, leaving the rest to them to manage at lower levels. For example, the Central Government manages the province, the province manages the district, the district manages the commune. The spirit is that the locality decides, the locality acts, the locality is responsible. Enterprise management should also follow this trend, not deeply intervening in F3, F4.

Citing the program to eliminate temporary and dilapidated houses, the Prime Minister said: "The superiors only supported 60 million VND, the rest everyone contributed whatever they had, which brought about very good results. This proves that decentralization is very important, it is thinking, and thinking is a resource."
