On December 12, in Hanoi, the Ministry of Science and Technology (MOST) held the Announcement Ceremony and Scientific Workshop on "Science and Technology Research Program to Serve the Goal of Achieving Net Zero Emissions in Vietnam (KC.16/24-30)".
NetZero Science and Technology Program aims at green technology, technology to reduce greenhouse gas emissions
The Net Zero Science and Technology Program is one of the quick and timely actions of the Ministry of Science and Technology in implementing the direction of the Party, Government, and Prime Minister in immediately forming a National Science and Technology Program to directly serve the goal of achieving net zero emissions by 2050 in Vietnam. This program goes hand in hand with other National Science and Technology Programs that have been and are being implemented to join hands in promoting science and technology solutions, especially towards green technology, technology to reduce greenhouse gas emissions, contributing to the implementation of Vietnam's commitment at the United Nations Climate Change Summit (COP26) in 2021.
Speaking at the announcement ceremony, Minister of Science and Technology Huynh Thanh Dat said that, in line with the Prime Minister's direction, the Ministry of Science and Technology has coordinated with agencies, organizations, scientists and experts to urgently develop and issue the National Science and Technology Program with code KC.16/24-30, to serve the goal of achieving zero net emissions in Vietnam.
This program will go hand in hand with other national science and technology programs that have been and are being implemented to join hands in promoting science and technology solutions, especially towards green technology and greenhouse gas emission reduction technology, contributing to the implementation of Vietnam's commitment at the 2021 United Nations Climate Change Summit (COP26).
The NetZero Science and Technology Program will be the foundation and basis for creating breakthrough solutions in carbon capture and storage technology, reducing greenhouse gas emissions, aiming for a green economy, circular economy, enhancing and improving the quality of Vietnam's living environment; promoting technology development, innovation, creating jobs in the green technology industry, while enhancing competitiveness, promoting green growth and sustainable development in Vietnam.
The Minister hopes that the Program will be widely communicated to all business communities, research institutes, universities, experts and scientists across the country to work together to research, develop, decode and apply new technologies, green technologies, and technologies to reduce greenhouse gas emissions in all industries and fields.
From there, join hands to research and propose mechanisms, policies, and standards to promote green transformation models, circular economy, and green growth, contributing to creating momentum for socio-economic development and proactively responding to increasingly complex climate change.
Objectives and main contents of the Program
Introducing the objectives and main contents of the Program, Director of the Department of Technology Assessment, Appraisal and Appraisal, Ministry of Science and Technology Nguyen Hoang Linh said: The national science and technology program until 2030: "Scientific and technological research serving the goal of achieving net zero emissions in Vietnam" is designed to meet the requirements of emission reduction and climate change adaptation, supporting Vietnam to achieve the Net Zero target by 2050. Along with that, solving challenges in research, development and application of green technology, low-carbon technology in many different fields; implementing the tasks assigned by the Prime Minister to the Ministry of Science and Technology on scientific and technological research and development related to the content of greenhouse gas emission reduction, green growth, circular economy, etc.
At the Workshop, Mr. Nguyen Hoang Linh also informed about 8 proposed contents and expected products of the Program. Accordingly, the Program framework will conduct research to perfect the legal mechanisms and policies to serve the goal of achieving Net Zero in Vietnam; research the theoretical basis, practical design, construction, testing of models and propose solutions for social transformation, green growth, green transformation, circular economy, low carbon emissions to achieve the goal of achieving net zero emissions in Vietnam.
Along with that, research scientific and practical foundations, propose solutions and conditions to improve the quality of human resources to support the implementation of the Net Zero target; develop and apply management and technical solutions to serve the exploitation and effective utilization of raw materials/fuels for production; technical and technological solutions to recover, utilize and store carbon in industries and fields.
The program also provides scientific research, development, decoding, application, technology, technical solutions, and management measures for the development of sustainable transport - logistics infrastructure models, reducing greenhouse gas emissions; scientific research, development, decoding, application of technology, technical solutions, and management measures for the development of green, low-carbon and sustainable urban construction, urban, and technical infrastructure models, contributing to reducing greenhouse gas emissions in design, construction, operation, and management.
The Director of the Department of Technology Assessment, Appraisal and Appraisal said: The program also proposes scientific research, development, decoding, application of technology, technical solutions, management measures to serve the development of circular agriculture, reduce emissions in agricultural production; scientific research, development, decoding, application of technology, technical solutions, management measures to monitor, analyze, report, forecast and warn of emission risks and inventory greenhouse gases.
The program is expected to provide a number of key products such as: Theoretical and practical bases and additional reports and proposals to improve and enhance the effectiveness and efficiency of mechanisms, policies, laws and standards and regulations serving the goal of achieving zero net emissions in Vietnam; models and solutions for green, circular, low-carbon economic and social development, solutions to improve human capacity to meet the goal of achieving zero net emissions in Vietnam. Along with that are technologies and equipment serving the implementation of green growth goals, circular economy, greenhouse gas emission reduction, low-carbon emission technology, carbon recovery, utilization and storage technology, cleaner, circular and environmentally friendly production technologies in industries and fields, technologies serving the work of warning, forecasting, and inventorying greenhouse gases; carbon recovery and storage technology and equipment; methane reduction technology, techniques and solutions. Expected products also include: Databases, software; products related to the fields of intellectual property, inventions, utility solutions, industrial designs, trademarks, copyrights, new plant varieties, semiconductor integrated circuit layout designs; monographs, works published in domestic and international journals; training products.
