On the sidelines of the "two sessions" - two important annual meetings of the National People's Congress and the Chinese People's Political Consultative Conference, a reporter from the People's Daily stationed in China interviewed Mr. Tran Cuong, member of the Party Central Committee, Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region, and a delegate of the Chinese National People's Congress, about the potential for cooperation in various fields between Guangxi, China and Vietnam. Reporter: Recently, the media reported that Guangxi will establish the China-ASEAN Artificial Intelligence Innovation Cooperation Center in Nanning City. Could you please introduce more about this project? How do you evaluate the potential for cooperation between Vietnam and Guangxi in the field of artificial intelligence?
Secretary of the Guangxi Party Committee Tran Cuong: I greatly admire the important decision of the Politburo of the Central Committee of the Communist Party of Vietnam on making a breakthrough in developing science, technology, innovation and national digital transformation, bringing science, technology, innovation and digital economic development to a national strategic level.
In fact, humanity is in a period of rapid scientific development, represented by artificial intelligence. Currently, in this field, China and the United States are slightly ahead of the rest of the world. The establishment of rules on artificial intelligence should not be decided by a few developed countries, but the voices of developing countries should be strengthened to promote the establishment of a fair and transparent international governance system on artificial intelligence.
Guangxi and Vietnam both have their own advantages, and the two sides can work together to strengthen cooperation in the development of artificial intelligence, complementing each other's advantages. Guangxi is willing to create conditions and provide necessary support in this field, so that ASEAN countries, including Vietnam, can quickly develop artificial intelligence.

Therefore, the Chinese government has announced the “Artificial Intelligence Capacity Building Popularization Program”. Since the beginning of 2025, a number of major Chinese language models with open source, low cost and friendly interface have been officially launched. Some Vietnamese friends told me that this is not only an opportunity for Chinese enterprises, but also an opportunity for ASEAN countries, including Vietnam.
I also had in-depth discussions with Vietnamese friends and learned that everyone has a desire to develop artificial intelligence. Guangxi and Vietnam both have their own advantages. The two sides can work together to strengthen cooperation in developing artificial intelligence, complementing each other's advantages. Guangxi is willing to create the necessary conditions and support in this field, so that ASEAN countries, including Vietnam, can quickly develop artificial intelligence.
Developing artificial intelligence requires respecting the sovereignty and data security of partners. We build a bilateral cooperation plan based on the above principles and framework. When there is such a common perception, bilateral cooperation will have a good foundation. During my recent visit to Vietnam, I had a working session with the Minister of Industry and Trade and the Minister of Science and Technology of Vietnam. The two Ministers have high expectations for cooperation in developing artificial intelligence and ensuring security in developing artificial intelligence. Guangxi is willing to support the training of a number of Vietnamese officials, helping them understand what the big language model of artificial intelligence is, what the development roadmap is, and what the difficulties and advantages of each side are.
I want to emphasize that artificial intelligence is not just a technology, but also a new era. Just like the industrial revolution, we have electricity and cars, different from the era of using oil lamps and riding horses. Every country should welcome the era of artificial intelligence, the sooner the better.
Guangxi is willing to strengthen cooperation in the field of artificial intelligence with ASEAN countries, including Vietnam, based on the principle of mutually beneficial and win-win cooperation. We established the China-ASEAN Artificial Intelligence Innovation Cooperation Center to promote the development and application of artificial intelligence with ASEAN countries, and jointly study the major language models of ASEAN countries, including the Vietnamese language, so that people can keep up with the trend of the times, enjoy new experiences, and new achievements brought about by science and technology.
Guangxi will also actively seek support from the Chinese government and domestic artificial intelligence enterprises to attract all resources to Nanning in particular and Guangxi in general and provide necessary support for the artificial intelligence development needs of governments, enterprises, and research institutes of ASEAN countries, including Vietnam.

Reporter: Currently, Vietnam is accelerating the construction of railway lines connecting with China. What are your expectations for these projects? What preparations has Guangxi made in this area?
Guangxi Party Secretary Chen Gang: This is a very important issue. Vietnam and China currently have two cross-border railway lines, but due to inconsistent rail gauge standards, transportation capacity is also limited to a certain extent. Currently, trade cooperation and goods exchange between the two countries have not yet fully exploited their potential due to limitations in transportation capacity.
Both Vietnam and China consider the construction of these two railway lines to be important. China's Fangchenggang-Dongxing railway line was put into operation in 2023 and is expected to connect with the Mong Cai-Ha Long-Hai Phong railway line. The Nanning-Chongzuo-Pingxiang railway line is expected to be completed and put into operation by the end of this year and will connect with the Dong Dang-Hanoi railway line.

During my recent visit to Vietnam, I and senior leaders of Vietnam as well as border localities reached a high level of agreement on accelerating railway connections. Vietnam is studying the construction of the Dong Dang-Hanoi and Mong Cai-Ha Long-Hai Phong railways.
Both Vietnam and China consider the construction of these two railway lines to be important. China's Fangchenggang-Dongxing railway line was put into operation in 2023 and is expected to connect with the Mong Cai-Ha Long-Hai Phong railway line. The Nanning-Chongzuo-Pingxiang railway line is expected to be completed and put into operation by the end of this year and will connect with the Dong Dang-Hanoi railway line. These two railway lines need to be approved by the governments of the two countries, built and connected before they can be put into operation. It is hoped that the two countries will speed up the construction of these cross-border railway lines.
China has a saying, “A train whistle is worth ten thousand taels of gold.” It is hoped that the cross-border railway projects between the two countries will be completed soon. The sooner the line is opened, the more it will promote economic-trade cooperation and people-to-people exchanges between the two countries.
Reporter: What is your assessment of the fact that the people of the two countries regularly organize friendly exchange activities in Vietnam and Guangxi?
Guangxi Party Secretary Chen Gang: I have visited and worked in some cities and counties bordering Vietnam and noticed the following characteristics: the languages of the people in the China-Vietnam border areas have many similarities, and their customs and practices are quite similar. They only need to hold identification papers proving that they are border residents to be able to travel freely, do small business on both sides, and their lives are very connected and joyful.
People benefit from the results of bilateral economic and trade cooperation and all hope that the relationship between China and Vietnam will become even better.
The Kinh people, who live mainly in Dongxing City, Guangxi, are one of the wealthiest ethnic minorities in China. The more people-to-people exchanges there are, the more they benefit.
The two sides need to study more policies and mechanisms to further promote humanistic exchanges and expand exchanges and trade for people in border areas. As Secretary of the Party Committee of Guangxi Zhuang Autonomous Region, I will pay attention to and promote this field.
