From March 1, the new Ministry of Science and Technology (merged from the Ministry of Information and Communications and the Ministry of Science and Technology) officially came into operation.
On March 3, the Ministry held a flag-raising ceremony at the beginning of the month, affirming the spirit of solidarity and pioneering mission. The event was held live and online at connecting points which are units under the Ministry across the country.
Emphasizing the importance of science and technology in the new era of the nation, Minister Nguyen Manh Hung affirmed that the Ministry of Science and Technology is a common home with great responsibility to the nation.
The Party and State have identified science, technology, innovation and digital transformation as the three pillars that will help Vietnam overcome the middle-income trap and become a high-income country. Only a strong country can maintain peace and develop prosperity.
“We need to think differently, act quickly, and turn science and technology into strategic weapons to protect and develop the country,” Minister Nguyen Manh Hung emphasized.
According to Minister Nguyen Manh Hung, the merger of the Ministry of Information and Communications with the Ministry of Science and Technology into the new Ministry of Science and Technology marks an important turning point in the process of streamlining and organizing the apparatus towards streamlining, effectiveness and efficiency.
Not only inheriting the functions and tasks of the two Ministries, the Ministry of Science and Technology is also assigned by the Central Government and the Government with additional breakthrough responsibilities such as developing national strategic technologies.

If previously the Ministry of Information and Communications focused on postal and telecommunications infrastructure, digital infrastructure, information technology, digital technology, digital transformation; the Ministry of Science and Technology comprehensively managed science, technology and innovation activities, now all of the above fields will be placed together in a unified block, creating a synergistic strength to help Vietnam develop faster and stronger in the new era, which is the main driving force to make our country a developed, high-income country.
Minister Nguyen Manh Hung affirmed that the tasks of the Ministry of Science and Technology have not only doubled but also become much heavier with the promulgation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, with the expectations of the Party, State and people.
The Ministry of Science and Technology will be the core force to realize this Resolution. “We need to be pioneers in promoting scientific research, developing and applying technology and developing innovative models, digital technology, artificial intelligence, big data, new energy, renewable energy, biology... are no longer future trends but have become essential tools to help improve productivity and efficiency in all fields,” Minister Nguyen Manh Hung emphasized.
The Government has also just issued Decree 55/2025/ND-CP, stipulating the functions, tasks, powers and organizational structure of the Ministry of Science and Technology.
The new structure of the Ministry includes 25 affiliated units with 22 administrative units assisting the Minister in performing state management functions and 3 public service units.
Specifically, 25 units under the Ministry of Science and Technology include: Department of Posts; Department of Technology Assessment and Appraisal; Department of Science, Technology and Technology; Department of Social Sciences, Humanities and Natural Sciences; Department of Digital Economy and Society; Department of Planning and Finance; Department of International Cooperation; Department of Legislation; Department of Organization and Personnel; Ministry Office; Ministry Inspectorate; Department of Radiation and Nuclear Safety; Central Post Office; Department of Information Technology Industry; Department of National Digital Transformation; Department of Innovation; Department of Startups and Technology Enterprises; Department of Intellectual Property; Department of Radio Frequency; Department of Information and Statistics; Department of Telecommunications; National Committee for Standards, Metrology and Quality; Information Technology Center; Academy of Science and Technology Strategy; VnExpress Newspaper./.
