Auto garage owners still have many 'hesitations' if they encroach on vehicle inspection

After the Government issued Decree No. 30 allowing automobile warranty and maintenance facilities to participate in motor vehicle inspection, speaking with VietNamNet reporter , Mr. Dao Cong Quyet, Head of the Communications Subcommittee, Vietnam Automobile Manufacturers Association, acknowledged that this is the right policy.

“The warranty agents of the companies are also fully equipped, and will take advantage of this existing infrastructure. More importantly, this policy brings convenience to customers,” Mr. Quyet emphasized.

However, because the issue is so new, although the Vietnam Automobile Manufacturers Association has sent a document to research members, Mr. Quyet said "so far no unit has responded that they will participate".

According to Mr. Quyet, there are currently no specific instructions on what conditions auto repair and maintenance facilities will need if they register for additional inspection services.

“If we still require factors like professional inspection stations: centralized inspection equipment on a production line, following a process chain, it will certainly be difficult for dealers.

Because in the dealer system, although testing equipment is available, it is scattered in repair areas or specialized testing areas and not concentrated in one place.

Therefore, agents need more specific instructions. We think there should be discussions for interested businesses to learn about,” Mr. Quyet raised the issue.

In addition, according to Mr. Quyet, the biggest difficulty for warranty agents is the human resource factor. “Agents must consider because the conditions to become a vehicle inspector are very high: graduating from a specialized university, going through a long period of practice, and taking an exam to obtain a vehicle inspector certificate.

Therefore, if this service is added, dealers do not know whether to arrange specialized personnel for vehicle inspection or combine it with other work," said Mr. Quyet.

Appreciating this policy, Mr. Quyet said that this is also an opportunity for dealers to be more responsible to customers, ensuring repairs meet inspection standards. At the same time, the existing inspection center system will have to change its service style and upgrade its equipment system.

“Currently, many new cars have safety systems that include many things, not just simple checks in a few common steps. Dealer equipment from manufacturers is more complete, so the inspection and testing of vehicles is more accurate,” Mr. Quyet cited.

Disagreeing with the view that "maintenance facilities are not necessarily interested" because according to Mr. Quyet, the automobile market in Vietnam is still forecast to grow well and demand is high.

“Recently, there have been many disruptions at the inspection stations, this is also an opportunity to re-screen. There may be dealers who are not interested in participating in the inspection service, but there are certainly reasons to be interested. Accordingly, dealers with a large number of vehicles and convenient locations will want to invest in and provide inspection services," Mr. Quyet predicted.

Meanwhile, in discussions with a series of large auto repair garages in Hanoi, most business owners said they had not thought about "encroaching" on the inspection field. The reason given by these establishments was that "to provide inspection services, many factors must be ensured".

The owner of a car garage in Cau Giay district said: "We don't know if we can take advantage of the available equipment or invest in a new production line system and arrange it in a separate area to provide vehicle inspection services."

On average, each inspection line costs several billion, so if a new investment is required, it must be considered. In particular, if the inspection area is required to be separate from the repair and maintenance area, a large enough area is needed. This is really a difficult problem for our facility to implement."
