The Construction Newspaper hotline received questions from readers about a 16-seat car being converted into an ambulance to transport patients in difficult circumstances for free. The car was manufactured in 2020 and its registration will expire in May 2025. So how many months will the next vehicle registration cycle be?
Ambulances are classified as specialized passenger vehicles, so if the vehicle is original, the first inspection cycle will be 24 months. In the case of a modified vehicle, the first inspection cycle is 12 months (illustrative photo).
Regarding this issue, a representative of a vehicle inspection facility in Hanoi said that according to Circular 53/2024 of the Ministry of Transport (now the Ministry of Construction) regulating the classification of road vehicles, ambulances are classified as specialized passenger cars.
Circular 47/2024/TT-BGTVT clearly stipulates the inspection cycle of each type of motor vehicle, including specialized passenger cars.
Accordingly, ambulances have a first inspection cycle of 24 months and are exempt from the first inspection if they are original vehicles (not vehicles converted from other vehicles) with the year of manufacture to the year of first inspection certificate being issued less than 3 years (year of manufacture plus 2 years).
After this cycle, the ambulance has a production time of up to 5 years, the inspection cycle is 12 months; the production time of over 5 years, the inspection cycle is 6 months/time.
In case of conversion (for example, conversion from a regular passenger vehicle to an ambulance), the first inspection period is 12 months. After this period, the vehicle will have an inspection period of 6 months.
In the case of the reader of Construction Newspaper, because the vehicle was converted from a 16-seat vehicle into an ambulance, manufactured in 2020, meaning it has been manufactured for 5 years, the inspection cycle will be every 6 months.
However, the vehicle owner should also note that when registering a modified vehicle, the vehicle registration must ensure that the information on the vehicle registration matches the registration as well as the actual vehicle so that the inspection facility can accept the inspection. That is, the vehicle has undergone the ambulance conversion acceptance test, has been granted a vehicle conversion certificate, and has changed the vehicle type information on the vehicle registration.
In case of ambulance conversion but the vehicle registration still shows 16-seat passenger vehicle (passenger car), the vehicle will be refused inspection. The vehicle owner needs to bring the conversion certificate (if still kept) or go to the previous inspection facility to request a re-issuance of the conversion certificate (if lost) to the police agency to complete the procedure to change the vehicle registration to match the actual vehicle and the inspection certificate.
