Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong signed Decision No. 675/QD-BVHTTDL on March 14 on promulgating the Plan to implement the Vietnam Sports Development Strategy to 2030, with a vision to 2045.
Accordingly, the objective of the Decision is to concretize and effectively implement the viewpoints, objectives, tasks and solutions in Decision No. 1189/QD-TTg dated October 15, 2024 of the Prime Minister on approving the Strategy for the development of physical training and sports in Vietnam to 2030, with a vision to 2045. At the same time, it determines the specific tasks and responsibilities of relevant agencies and units in organizing the implementation of the Strategy.
The Decision also clearly states the general tasks that need to be carried out, including: Perfecting institutions and policies; Developing sports for everyone; Developing high-performance sports; International cooperation in sports; Training and developing human resources for sports; Communication and digital transformation in sports; Increasing investment resources and developing sports.
In particular, the task of perfecting institutions and policies requires the coordination of the Sports and Physical Training sector with relevant ministries and sectors to research and propose the development of mechanisms and policies to encourage the development of socialized sports and physical training, develop sports economy, policies related to physical education and sports in schools, sports activities for the elderly, people with disabilities, priority policies, support for sports and physical training development for ethnic minority areas, remote areas, industrial parks, export processing zones and subjects of professional activities in the field of Sports and Physical Training; supplement and perfect policies on preferential treatment, attracting talents in the field of high-performance sports and professional sports; perfect regulations on the management of professional sports and high-performance sports activities.
The work of developing physical education and sports for everyone aims to expand and diversify mass physical education and sports activities, creating a habit of regular physical education and sports activities among the people. Promote physical education and school sports, ensuring comprehensive human development. Develop physical education and sports in the armed forces, enhance physical training and combat strength for officers and soldiers, contributing to ensuring national security and defense. Preserve and develop national sports, folk games, recreational sports, adventure sports and new sports.
High-performance sports need to continue researching and innovating methods of training athletes; consolidating and modernizing athlete training facilities; making key investments, increasing the application of science - technology, advanced sports medicine, creating breakthroughs in achievements in sports, Olympic and ASIAD competitions, and sports with strengths and suitable for the physical condition and stature of Vietnamese people.
With the task of international cooperation in sports, the sports sector needs to proactively integrate and strengthen international cooperation in sports, especially cooperation in training, education, scientific research, medicine, sports doping, expert exchange, cooperation in training officials, athletes, coaches, and sports referees.
Along with that, the training and development of human resources for physical education and sports continues to innovate, improving the quality of training facilities for managers, coaches, and physical education and sports teachers; improving and innovating training programs, restructuring subjects to suit the needs of learners and the needs of society; innovating teaching content in some specialized subjects to suit the needs of society, creating interest in learning for students.
With the task of communication and digital transformation in sports, it is necessary to strengthen communication and raise awareness about the effects of sports activities; focus on promoting communication about physical education and school sports, considering physical education as an important educational measure to develop physical strength, stature, discipline, will and courage for the young generation of the country. Promote the application of artificial intelligence (AI) technology, virtual reality (VR) technology in athlete training, training instructions and organizing sports events.
For the task of increasing investment resources and developing physical training and sports, it is required to promote socialization to mobilize investment sources and funding for physical training and sports development; create mechanisms to encourage organizations and individuals to participate in investment through direct investment, public-private partnership, joint ventures, and joint exploitation of land, works, and organization of sports events. Prioritize investment in a number of key facilities for training and coaching top athletes.
The Decision also clearly states that the sports sector needs to disseminate and fully and deeply understand the viewpoints, goals, tasks and solutions of the Strategy; create a change in awareness, unity and high consensus among units and localities in the process of implementing the Strategy.
The assigned tasks must be practical, effective, feasible, associated with responsibility and promote the proactive and active role of the presiding agency and coordinating agencies at all levels. Agencies and units assigned tasks must be proactive and active in implementing, ensuring the progress and quality of assigned work. Ensure consistency with the implementation of the Government's action programs, the Party's Resolutions, the socio-economic development strategies and plans of the country, localities and the Ministry of Culture, Sports and Tourism in each period.
