According to the License to provide telecommunications services without network infrastructure No. 86/GP-BTTTT issued on February 27, 2025, South Telecom is allowed to provide telecommunications services on the basis of purchasing traffic and telecommunications services from licensed terrestrial mobile telecommunications enterprises and reselling them to telecommunications service users who are other organizations and enterprises.

Enterprises are entitled to construct, install, and own telecommunications equipment systems and transmission lines within their facilities and public service points to provide telecommunications services to telecommunications service users; rent transmission lines to connect their telecommunications equipment systems, facilities, and public service points with each other and with the public telecommunications networks of other telecommunications enterprises; rent transmission lines or purchase telecommunications traffic and services from other telecommunications enterprises to resell to telecommunications users.

Enterprises are not allowed to allocate telecommunication codes and numbers to provide telecommunication services as prescribed in this License according to the planning and regulations on telecommunication number warehouse management.

The license also stipulates that enterprises must comply with national technical standards and regulations in providing licensed telecommunications services in accordance with the provisions of law and implement regulations on telecommunications service quality management to ensure service quality for users.

In addition, enterprises are granted and use Internet resources according to the planning and regulations on Internet resource management. Regarding telecommunications service prices and promotional programs, enterprises comply with the provisions of law, with the goal of ensuring transparency and healthy competition in the market.
