Removing difficulties in inspecting oversized and overweight vehicles

The inspection price is not suitable for reality, combined with the investment in purchasing expensive equipment, making many inspection facilities not interested in inspecting oversized and overweight vehicles. This greatly affects the operations of transport businesses.


Many places are not equipped with speed measuring devices.

For many weeks now, at the cargo vehicle staging area near Hai Phong Port, there have been a series of oversized and overweight vehicles, trailers, and semi-trailers left exposed to the sun and rain. The reason the vehicles cannot operate is because they have not been inspected.

Recently, many inspection facilities have not been interested in inspecting oversized and overweight vehicles.

According to the Vietnam Automobile Transportation Association, many inspection facilities across the country refuse to inspect this type of vehicle, greatly affecting the logistics chain and causing transportation costs to increase.

Mr. Nguyen To An, Deputy Director of the Vietnam Register, said that Circular 47/2024, effective from January 1, 2025, stipulates that when inspecting vehicles outside the registration facility, there must be a speed measuring device to serve the purpose of checking the braking efficiency on the road. The new regulation helps to tighten and organize the inspection of vehicles outside the registration facility.

However, at the beginning of the implementation, the inspection facilities were confused because they had not been equipped with speed measuring tools in time and did not fully understand the regulations and procedures.

Following the directive of the Vietnam Register, there are currently about 50 registration facilities nationwide equipped with speed measuring devices.

In Hai Phong, there is now a brake efficiency test track to inspect oversized and overweight vehicles on the internal road of a transport company under the Oversized and Overweight Transport Association. As of March 15, 19 vehicles have been inspected here.

However, according to the reporter's investigation, many other inspection facilities are not interested in inspecting oversized and overweight vehicles and have not yet implemented equipment purchases.

Inspection agencies are afraid of wasting time and money.

The head of an inspection facility in Hanoi said that 90% of the problems with inspecting oversized and overweight vehicles are related to trailers and semi-trailers. The inspection price for this type of vehicle is 190,000 VND.

When people and businesses need to have their vehicles inspected outside of the inspection facility, they need to submit a written request to the inspection facility; prepare vehicles that meet the conditions for inspection, and arrange a test track to test the vehicle's braking efficiency.

Finding a test track for off-site inspection vehicles is not difficult. You can use the internal roads of businesses, or rent internal roads in industrial parks... as long as they meet safety conditions and test track standards in the regulations.

To inspect trailers and semi-trailers, a tractor is needed during a brake performance test on a test track. However, the inspector must have a class FC driver's license, while most of the current inspectors only have a class B2 driver's license.

In addition, the inspection unit must also arrange at least 2 inspectors, including a leader, to go to the area where the brake test track is located.

"It takes time, travel expenses, and salaries for inspectors, while the maximum number of vehicles inspected per day is less than 10. Some businesses only inspect a few vehicles with prices that have not changed in more than 10 years," the head of the inspection facility explained why many facilities are not interested.

Mr. Tran Nguyen Sinh, Director of the 2908D inspection facility, said that the unit has equipped speed measuring devices. However, when a business requested to inspect a trailer, they could not arrange a test track.

"The brake test distance for this type of vehicle must be at least 2 - 3km long to allow the speed measuring device to give accurate results. Finding a test track is very difficult," said Mr. Sinh.

The inability to find a brake test track is also one of the reasons why an inspection facility in Phu Tho is not ready to inspect oversized and overweight vehicles. On the other hand, equipping speed measuring devices also causes costs for equipment calibration, while the demand of businesses is not large.

"Currently, the inspection facility still cannot collect enough to cover expenses because the inspection price has not increased for many years and the number of vehicles inspected is decreasing," the leader of this facility added.

New inspection prices will be released soon

According to inspection agencies, many transport companies that need to inspect oversized and overweight vehicles are willing to pay for the travel and living expenses of inspectors. However, there are no clear regulations for inspection agencies to negotiate with transport companies.

"The management agency needs to study and consider a separate mechanism for calculating vehicle inspection costs outside of the inspection facility to encourage the implementation of this activity. It is possible to allow the inspection facility and the transport enterprise to negotiate the costs themselves," Mr. Sinh suggested.

Regarding this issue, the leader of the Vietnam Register said that they are urgently developing new motor vehicle inspection prices to submit to the Ministry of Construction for promulgation.

In particular, for inspection activities outside the inspection facility, we will study and consider to have additional regulations allowing the inspection facility and the enterprise to agree on other costs besides the inspection service price (such as travel costs, living expenses, etc.) to meet actual conditions.

The leader of the Finance Department, Vietnam Register also said that in order to issue the maximum price for motor vehicle inspection services, the Vietnam Register is urgently developing and completing the submission to the Ministry of Construction for promulgation of a Circular on technical economic norms and price policy mechanisms for motor vehicle inspection services.

It is expected that in the second quarter of 2025, a decision on the maximum price of motor vehicle inspection services will be issued, serving as a basis for inspection units to stabilize their operations.
