Kinhtedothi - Hanoi requested the Ministry of Justice to clarify the model of grassroots government and determine the job positions of officials and civil servants corresponding to the model of grassroots government.
The Hanoi People's Committee has issued Report No. 88/BC-UBND to the Ministry of Justice on the results of the review and proposed solutions for handling legal documents in line with the direction of amending and supplementing a number of articles of the 2013 Constitution.
The report said that the group of issues is clearly regulated in legal documents of central state agencies that localities are assigned to issue legal documents to stipulate in detail, or prescribe specific measures for implementation, the total number of documents reviewed is 310. Of which, 26 documents were issued by the city (14 documents of the People's Council, 12 documents of the People's Committee), 284 documents at the district level.
The group of issues that localities issue legal documents under their authority or issues that the Central Government does not regulate and assigns to the provincial level to decide on implementation at the local level, the total number of documents reviewed is 248 documents. Of which: 248 documents of the city (60 documents of the People's Council, 188 documents of the People's Committee).
The group of legal documents still in effect issued by the People's Council and People's Committee at the commune level that are still in effect as of March 17, 2025 in Hanoi is 0 documents.
In order to promptly and effectively review legal documents expected to be amended and supplemented in line with the direction of amending and supplementing the 2013 Constitution, the Hanoi People's Committee requests ministries and branches to continue reviewing legal documents issued by ministries and branches or advise competent agencies to issue implementation documents; inform the review results to localities so that localities can promptly review legal documents under their authority to ensure consistency and unity in the legal system.
At the same time, Hanoi proposed to clarify the model of grassroots government, determine the job positions of officials and civil servants corresponding to the model of grassroots government. On that basis, promulgate legal documents in the direction of decentralization to grassroots government, creating the most convenience in handling administrative procedures for organizations and individuals.
